CONCLUSIONS • ESARR 5 is related to English language proficiency through notion of competence • ESARR 5 is a high level regulatory requirements document, so it does not contain the means to achieve English language proficiency • ESARR 5 complement ICAO Annex 1 provisions and as such there is no need to establish new criteria/requirements for language proficiency • No means of compliance have yet been determined (related to ESARR 5) • Designated Authorities/NSA have their role to play within the implementation of ESARR 5 requirements (rulemaking and oversight functions)

  17. CONCLUSIONS • Tools to be developed • Ways to apply language proficiency requirements (guidance material) • Assessment of means to comply • Co-ordination with other bodies to ensure consistency and avoid duplication (EC, JAA/EASA, ICAO)
