Purpose • Provides a snapshot of the homeless population in a community on one designated night • Required for any community receiving McKinney-Vento funding. • In 2013 requirement will include unsheltered persons (previously unsheltered counts were every other year. • All shelters are encouraged to contribute to the PIT Count (Regardless of funding source or DE CMIS participation).

  4. Who participated in this survey • Persons who stayed in the following types of shelters on January 31st 2012 • Emergency • Transitional • Permanent Supportive Housing • Night-time drop-in • Persons who were using a hotel voucher provided by a state service center

  5. Methodology • Data Sources: • DE CMIS • Direct Surveys conducted with clients of non- DE CMIS providers • Housing Inventory Survey (includes count for PIT night, beds available on PIT night, program description) • Note: Unsheltered persons were not included in the 2012 PIT count

  6. Limitations of Data • Missing data – some surveys were more complete than others • 270 (20%) missing age • 251 (18%) missing gender • 307 (14%) missing race • One provider (16 bed transitional housing program) did not participate • The composition (number of programs, program type) of the housing inventory can change from year to year. • Snapshots like the PIT can be prone to aberrations.

Total Persons Surveyed on PIT Night Formula: A + ((B*51)*(1-C)) = Annual Estimate A = Currently Homeless (not including permanent supportive housing) B = Homeless within last 7 days or entered community in last 7 days C = % of clients that have had a previous homeless episode in last 12 months = 6572 persons

  17. Demographics • 63% Were African American • 6% Were Latino/Latina • 57% Were Male • 27% Have a mental Illness • 24% Reported a substance abuse problem • 4% Have HIV or AIDS • 14% Were Vets • 32 % Had been incarcerated at some time
