Overview of DIALOG Trust Fund • Established in January 2010 with initial contributions from CIDA and AusAID. • Envisioned as a mechanism for pooling resources to support the implementation of the annual work-plan of the PDF-WG. • Supports analytical and advisory activities in-line with the themes of the PDF-WG. • Administered by the World Bank and designed as a multi-donor, Bank-executed programmatic trust fund.

DIALOG Trust Fund Governance Arrangements • The DIALOG Fund Management Oversight Committee (FMOC) provides general oversight and determines the allocation of funds for activities. • The FMOC is composed of PDF-WG partners: • Conveners of the PDF-WG: DILG & WB • Representative of oversight agencies: BLGF • Representative of the LGU leagues: LPP • Contributing partners: CIDA & AusAID • Rotating representative from non-contributing partners: GTZ • DIALOG Trust Fund Support Team (composed of WB Task Team Leader and TF Coordinator) is responsible for day-to-day supervision of the fund. • Individual WB Task Teams are responsible for implementing specific activities supported by the DIALOG Trust Fund. • The pipeline of potential activities to be supported by the DIALOG Trust Fund will be drawn from the work-plan of the PDF-WG.

Update on Implementation Status of DIALOG Trust Fund • Initial DIALOG Trust Fund balance of ~USD 1.1 million. • One activity is currently being supported: 2010 Newly Elected Officials (NEO) Orientation Program. • Flagship capacity development program of DILG and LGA, in cooperation with various national government agencies, the LGU leagues, and private local resource institutions (LRIs). • Approved for funding on May 25, 2010, with a budget of USD 500,000. • List of potential activities was identified in February 2010. • Subject to review pending the updating of the PDF-WG work-plan to reflect the priorities of the new government.

Update on Implementation Status of 2010 NEO Program • Component 1 – Ensuring Smooth Transition (DILG – May to June 2010) • Component 2 – Laying the Foundation • Track 1A – My First 100 Days (DILG/LGA – June to July 2010) • 8 workshops for municipal mayors (68 percent attendance). • LCP workshop for city mayors (72 percent attendance). • Workshop for provincial governors (29 percent attendance). • Track 1B – Knowing my LGU (DILG/LGA – July to September 2010) • Track 2 – Learning from my Peers (Leagues) • LCP workshop conducted on June 17-18, 2010. • LPP workshop scheduled on August 18-20, 2010. • 13 LMP workshops scheduled from August to October, 2010. • Component 3 – Building Alliances (DILG/LGA/Provinces – Sep to Nov 2010) • On-going LGA workshop design being supported by EU grant. • Component 4 – Sharpening the Saw (LGA/LRIs – 2010 to 2013)
