  1. FY14 OML and Branching Processfor USACC 13 June 2013

  2. Agenda • Order of Merit List (OML) Model changes for FY14 • FY14 OML Model • FY14 Branching Process Changes • Advantages and Disadvantages • FY14 Accessions Timeline • FY14 Special Programs

  3. Recommended FY14 ROTC OML Model changes CHANGES: • Lower total LDAC Performance values from 31.95 to 24.50 • Increase total values on the PMS MSIII CER & 2 campus APFTs from 19.80 to 27.25. • Land Navigation removed as a standalone input. IMPACTS: • Shifts focus at LDAC from an evaluation experience to a development experience. • Powers down to PMS. Empowers PMS to have more impact on Cadet’s ranking and identify high and low performers.

  4. FY13 ROTC OML Model Changes - LDAC Alignment These adjustments in the Leadership area incorporate recommendations made by the FY12 Process Action Team and concurred by Brigade Commanders. 2. Leadership Program (60%) • Increase the development emphasis of LDAC by flipping the relative weight of LDAC TAC evaluation with LDAC performance. • Remove Land Navigation as a separate evaluation event. • Failure of Land Navigation forces an overall “N” rating for LDAC. • Move weight of Land Navigation to PMS MSIII evaluation - from 6.75 to 11.25. • Recommend maximum score for CULP be changed to 38. Leader (45%) • Leader Development and Assessment Course (50%) • LDAC Performance (E/S/N) • Leadership positions • Leadership attributes/skills/actions • LDAC PLT TAC Evaluation (E/S/N) • LDAC Land Navigation (1st score) • PMS Experienced Based Observations (50%) • PMS MSIII CER OML • PMS Accessions OML • PMS Accessions Potential Comments • Cadet Training / Extracurricular Activities • Language / Cultural Awareness 11.25 6.75 4.5 0 11.25 6.75 4.5 4.5 2.25 • CULP maximum point change allows more Cadets to obtain full 2.25% of OML • Recommend elimination of the Commission Review Board • PMS now has greater input to the bottom 5% of OML criteria for review selection • PMS can initiate disenrollment • Cost savings on board TDY costs

  5. FY13 ROTC OML Model LDAC Alignment 2. Leadership Program (60%) • Increase the development emphasis of consistent and improved effort. • Make campus APFT equal weight • Reduce weight of LDAC APFT • Failure of LDAC APFT forces an overall “N” rating for LDAC and zero points • “N” at LDAC and zero for APFT makes attainment of active duty almost impossible • This incorporates changes recommended by the FY12 Process Action Team and accepted by all BDE Commanders in April 2012 Physical(15%) APFT (90%) (1.69)- Campus (most current fall semester) (2.36) -Campus (most current spring semester) (9.45) - LDAC (1st score) Athletics(10%) (1.50) - Varsity, Intramural, or Community Team 3.5 3.5 6.5 These recommended adjustments move toward more Cadet development for LDAC. Provides the PMSs adequate points in the Model to make a difference between top performers on campus and those Cadets who are on the other end of the spectrum.

  6. FY14 ROTC OML Model 1. Academic Program (40%) (40.00) Cumulative GPA (includes ROTC GPA Spring Semester, most current) For each event/activity: Based on a normalized weighted average distribution for that cohort. 2. 7. Branching Processes

  8. FY14 BRANCHING PROCESS • RECOMMENDED CHANGES: • USACC branch to 40% of each branches allocations. • Additional 15% with ADSO, • All others to DABM with all 16 branches considered • Consider AV in DABM if cadet satisfies prerequisites • The DABM will still weight Cadet Preference & OML standing as the priority factors for branch assignment No Dead Zone Large population available for DABM • Cadets must designate how many branches they would like considered for pre-branching (top choice, top two, or top three). • Branch by OML to 40% of mission w/o ADSO, then by OML to 55% of mission w/ ADSO. NO top or bottom OML. • All branch choices will be considered by the DABM, and credit will be given to those who ADSO in the DABM. • BENEFITS: • Potential to shift the ADSOs for branch to have a more even distribution across the OML vs the status quo where 75% of the ADSOs originate from the bottom half of the OML • NO WARGAMING & TRUE PREFERENCES SUBMITTED • Larger population to work with in the DABM with a more representative distribution of REDCAT • Lays a framework that can seamlessly integrate Talent Management for future cohorts

  9. FY14 Accessions Process Changes • Continue to branch the top 10% of Cadets selected for active duty into their first branch preference. • Branch sequentially Cadets by first preference up to 40% of a branch allocation without a Branch Active Duty Service Obligation (BRADSO). • Branch sequentially Cadets by first preference up to 55% of a branch allocation with (BRADSO). Cadet may opt out of second and third branch considerations. • Branch sequentially Cadets not branched by above for second or third preference if Cadet indicates second preference is to be considered using 40%, 55% and BRADSO (no BRADSO for 3rd) guidelines. Cadet may opt out of third branch consideration. • Branch remaining active duty Cadets by the DABM considering all branch preferences and any ADSOs.

  10. FY14 Accessions Process Changes • 45% of Aviation allocations will be filled by the DABM. (Cadets must meet AV specific requirements AFST/SIFT and Class I Flight Physical) to be considered by the DABM. • Any Cadet may request Education Delay. • No Top/Bottom half of active duty OML – DABM distributes quality. • National OML will not be released to the Field. Selection and Branching results will be released in three lists. Active Duty, ARNG and USAR in alphabetical order. • No requirement for the Branch Expectation Management Tool • (BEM-T). Delete previous versions and do not use when counseling your FY14 Cadets. • If Cadet executes a Branch for ADSO contract for 1st two branch preferences and receives one of those branches as their Basic branch the Cadet will be charged the ADSO (Not including Top 10%). • No GRFD Contract revocations after 1 July 2013

  11. Advantages/Disadvantages Advantages: • More time at beginning of Academic year • Data verification and input at ROTC programs • Counseling and mentorship by Professors of Military Science • Excellence rewarded – no gaming of process • Cadets can be considered for all branches • Leads into Talent management initiatives for future Cohorts Disadvantages: • Optimization model outcomes more difficult to explain.
