  2. What Is Government? Governmentis the institution through which a society makes and enforces its public policies.

  3. What is Public Policy? • Public policy is a purposive and consistent course of action produced as a response to a perceived problem of a constituency, formulated by a specific political process, and adopted, implemented, and enforced by a public agency. • “Public policy is a course of action adopted and pursued by a government” • “All of the things that government does.”

  4. Classifying Governments Governments can be classified by three different standards: (1) Who can participate in the governing process. (2) The geographic distribution of the governmental power within the state. (3) The relationship between the legislative (lawmaking) and the executive (law-executing) branches of the government.

  5. Types of Government: Autocracy • Definition • These governments have one leader who dominates over the people in the country. Types of Government: Monarchy • Monarchy • The head of the state is a king or queen. • The position is passed down from family to family (Heredity) • Absolute Monarchy • The king or queen have absolute power and do not have to answer to a legislative or judicial branch. • Constitutional Monarchy • The king or queen generally are a ceremonial head of state and are bound by the rules of a constitution. • The king or queen share power with a legislative branch called parliament.   7. Types of Government: Democracy • Democracies • Governments which receive their power from the people. (Rule by the People) • Republic The government allows the people, or a large portion of the people to control the government.   8. Types of Government: Oligarchy • Oligarchy • The government is ruled by a small group of leaders who usually share similar interests. • Theocracy • A government which is ruled by religious leaders. • Examples • Iran • Vatican

  9. Types of Government: Other • Anarchy • The lack or absence of government • Totalitarianism • A government that has complete control over all aspects of the lives of their citizens. • Authoritarian • A government where the leader answers to themselves and not the people.
