MWA Spring Workshop May 2013 Program Accomplishments Collected 145,550 tonnes of used tires in 2012 Of the tires delivered by Haulers to OTS Registered Processors in 2012, approximately 97% were delivered to Processors located in Ontario; a significantly higher percentage than in 2011 Ontario Recycled Product Manufacturers increased their consumption of Ontario-produced crumb rubber by 39% - 2012 over 2011

  3. MWA Spring Workshop May 2013 Program Accomplishments 50,000,000 tires collected as of February 2013 since the program launch. Cleaned up more than 500,000 tires in piles across Ontario Final stockpiles will be cleaned up in 2013.

MWA Spring Workshop May 2013 Innovating Waste into Resources Recent R&D Projects include: Tire Wire Cleaning Rubber and Plastic Compounding in Plastic Product Moulding Recycled and Virgin Rubber Compounding “Gracious Living has enjoyed a positive R&D collaboration with OTS. This R&D work has allowed our company to begin including significant percentages of post-consumer rubber into several of our product categories.”- Amit Golan, Gracious Living Corporation, VP Manufacturing Technologies

  5. MWA Spring Workshop May 2013 Tire Stewardship Fees On January 25th, 2013 the Government of Ontario approved amended Regulation 84/03. The amendments to the Regulation spell out how the cost recovery process for the Used Tires program is to work: Annual TSF setting based on prior year actual costs and actual supply of new tires Annual end-of-year reconciliation of actual revenues vs. expenses  Surplus must be credited back to Stewards over a period of up to 2 years Deficits are to be billed out to Stewards and payable within 60 days Regulation is silent on how OTS handles historic debt/surplus OTS has announced at 10 year plan to "pay-back" the accumulated $27 million debt on the OTR tire program Annual "pay-back" will be used to offset costs allocated to PLT tires

MWA Spring Workshop May 2013 Tire Stewardship Fees Effective April 1, 2013: Fees changed to reflect weight-based classification versus one that relied on tire used and/or rim diameter P/LT fees were reduced from $5.84 per tire to $5.69 Off-Road Tire Fees increased varying amounts On April 18, Agricultural tire fees were adjusted retroactive to April 1 after consultations with the Ontario Federation of Agriculture agricultural tires > 70 ≤ 250 kilograms = $47.04 per tire. agricultural tires >250 kilograms = $182.28 per tire.

MWA Spring Workshop May 2013 Tire Stewardship Fees Restrictions placed on the Used Tires Program that affect recycling fees: Waste Diversion Act (2002) does not permit OTS to send tires for use in Energy from Waste (EfW) Waste Diversion Act and amended Regulation 84/03 require OTS to implement fees that reflect the true costs of recycling used tires and do not allow OTS to adjust the fees based on considerations such as the end-consumer’s ability to pay OTS may not use revenues from fees charged on PL/T tires to subsidize the costs of recycling Off-Road tires Canada Revenue Agency (CRA) has indicated that it believes that OTS is not entitled to claim input tax credits, though OTS does pay HST on a range of program costs. The impact of this is to increase OTS costs by approximately $5 million per year.

MWA Spring Workshop May 2013 Evolving our Approach OTS continues to evolve its Program with the introduction of new resources to educate and empower architects, builders and the next generation of industry minds to find innovative uses for recycled tire products. Connecting with key community decision makers to encourage collaborative dialogue is also an integral part of OTS’s ongoing market education efforts.

  9. MWA Spring Workshop May 2013 Transforming Industry Perceptions Accredited Continuing Education Program for architects and specifiers. Presentations will be made to over 150 leading Ontario influencers in green design including those involved in Pan Am venues, large scale healthcare and infrastructure projects, introducing them to applications for tire-derived products. New e-toolkits for professionals on RethinkTires.ca 4 new case studies in the works Attending 6 tradeshows with the goal of delivering over 500 product leads for Registered Product Manufacturers

  10. MWA Spring Workshop May 2013 Empowering Communities Empowering communities to create more livable environments is at the core of the OTS Community Grant Program. This program has evolved since 2011 with increased funding for community projects that use high-value manufactured products made from recycled tires. 20 applications were received in 2012, which will lead to upgraded playgrounds, walkways, museums and public spaces across Ontario.

  11. MWA Spring Workshop May 2013 Inspiring Consumers Play an active role in driving consumer interest and excitement around TDPs. Support OTS’ mandate to expand the TDP marketplace. Deliver 11,000 + interactions at 4 consumer shows “I saw the recycled tire patio stones and re-did my whole backyard!” – Green Living Show attendee

MWA Spring Workshop May 2013 Moving Forward In a recent survey, 47% of Ontarians said they would consider products made from recycled tires if the product displayed a “Made from Ontario Recycled Tires” marking on its label or packaging. Working together we can overcome any challenges and continue to deliver a program that is already paying environmental, economic and social dividends to Ontarians. In 2013, OTS will continue to work with the tire recycling industry to achieve even greater efficiencies and foster innovation.
