The Oregon Innovation Council (Oregon InC): Oregon Funding Source for ONAMI, OTRADI & OR-BEST • HISTORY of Oregon InC: • Established in 2005 by Oregon Legislature to create & • oversee state economic competitiveness strategy • Council members include 40+ leaders from Oregon • industries, VCs, higher ed. and government and serves as • “umbrella group” • Charged to develop an innovation plan each biennium to guide governor & legislature on policies and investments to grow Oregon’s economy • Bi-annually request funds for initiatives/projects from state lottery funds • 2011-2013 Oregon InC funded initiatives include: • Oregon Nanoscience and Microtechnologies Institute (ONAMI) • Oregon Translational Research and Development Institute (OTRADI) • Oregon Built Environment and Sustainable Technologies (Oregon BEST) • Other initiatives in Wave Energy, Electric Vehicles, Wave Energy • On track to create/retain over 1,100 jobs and incubate 15 new companies • In less than four years initiatives have been on track to return $7 for every $1 state invested

EDA i6 Challenge Award • In 2010 OTRADI, OR-BEST and ONAMI united to form the • “Oregon Innovation Cluster” & received i6 Award for Seattle region • Leveraged $1M from EDA w/ $1M from Oregon InC and $400K in supplemental awards from NIH/NSF totaling $2.4M for Oregon • Efforts to drive innovative technologies to market more quickly by bringing experts in science and academia together with public and private sector businesses and entrepreneurs

OTRADI: Bioscience Acceleration Mission: OTRADI promotes bioscience industry growth and job creation in Oregon through the discovery, development, and commercialization of therapeutics, vaccines, diagnostics and other life sciences products important for human health. Outreach • 25 start-up companies & 130 university researchers • Funded Oregon Bioscience Roadmap with Oregon Bio. Assoc. • Helped recruit 2 bioscience companies to Oregon Training, Expertise& Instrumentation • OTRADI owns state of art robotics lab Grant Leverage Success • $51M in research revenue generated w/affiliates in ‘09-’11 • Co-Authored 6 NIH SBIR/STTR grants ‘10-’11 • Commercialization Grant Program Launched • Oregon Bioscience Accelerator & Entrepreneur Center • Co-Locate resources to give emerging biomedical start-ups greatest likelihood of success • Management team & flexible lab space • Raising $15-20M Bioscience Fund w/ cornerstone state investment YECURIS

ONAMI Research and Commercialization Oregon Nanoscience and Microtechnologies Institute • Research Funding Results • Stimulating Growth of Federal and Private Funding for Nano- and Micro-scale Research ($9 M to $46 M in 6 years) • Emphasis on collaboration, e.g. new $20M OSU-UO NSF Center for Sustainable Materials Chemistry • Commercialization Results • 21 Active Gap Companies employing >85 FTE • $5M in ONAMI Gap Funding to date led to >$90 M in VC/private equity and $10M in SBIR/STTR/grants • Cited as “Perhaps the best example..” of “institutions of collaboration” and innovation by the National Governors Association. • 3 ‘CEO-experienced’ EIRs hired to assist young companies and promising technologies: • i6 Funding will: • Increase the number of ONAMI gap projects • Provide an increased level of mentoring and support available to start-ups • Extend commercialization program across the state in partnership with EDDs

Technical & Business Assistance Services 1 • Provide coaching on entrepreneurial success factors and commercialization to at least 65 start-ups across the state. • Facilitate the writing of at least 16 SBIR/STTR grants, R&D plans and business plans. • Guide concepts through value proposition and investment development and to venture capital through match-making • Increase accessibility of relevant expertise in business and legal services • Optimize strategic networking opportunities • Impact statewide – beyond Portland Metro, and beyond Willamette Valley

Proof-of-Concept Grants 2 • Share best practices for management of proof-of-concept development projects. • Improve success of proof-of-concept project teams through monitoring and mentoring. • Increase use of shared lab and fabrication facilities and test for proof-of-concept projects. • Increase number and quality of University/Industry collaborative projects.

Intern/Sabbatical Program for Students & Researchers 3 • High school summer internships thourhgh Professor sabbaticals • Increase hands-on experience in milestone-driven development and market analysis. • Drive increased placement opportunities for students and/or researchers with proof-of-concept project teams and SBIR/STTR funded companies.

Business Accelerator & Capital Development Fund 4 • Establish Oregon Bioscience Accelerator and Entrepreneur Center • Identify opportunities for State of Oregon to seed external investment Accelerator fund • Achieve surge in early stage capital invested in Oregon technologies • Provide new vehicle for strategically showcasing proof of concept projects

Conclusions • Think out of the box • Collaborations are synergistic • academia and industry • between organizations with differing focus or expertise • between maturing companies and start ups in an incubator setting • OTRADI, ONAMI and Oregon BEST thank the U.S. Department of Commerce for helping us find our commonalities to encourage economic growth in Oregon
