  2. What is CAA? Two Distinct Elements: • Area Assessment (LSP driven) • Organisational Assessment (Organisation driven)

Area Assessment – What is it? • Driven by Southend Together • How well do local priorities express community needs and aspirations? • How well are the outcomes and improvements needed being delivered? • 10 areas for exploration • To include local issues • What are the prospects for future improvements?

Organisational Assessment – What is it? • 2 distinct elements (Use of Resources/Direction of Travel) • Key themes running through – Partnership Working, Value for Money, Knowing our Communities, Data Quality • Higher score for ‘outcomes’ – moved away from ‘process’ driven although: "Weaknesses in a KLOE focus area must be taken account of in arriving at the overall KLOE judgement andnot be cancelled out or compensatedforby stronger performance in other KLOE focus areas.”

  5. CAA – what is it? Need to remember that although: • One aspect testing the LSP’s ability to identify and deliver on local priorities and • One aspect testing the organisation’s effectiveness • Both elements cannot operate in isolation

  7. How will we be assessed? Area Assessment • Carrying out self-assessment • Based on key issues and themes for Southend • Self-assessment to be prepared through the LSP by end March (first stab) • Further evidence to be gathered by CAA team (including NI results) • Draft report available September with final published November

  8. How will we be assessed? Area Assessment • Key themes for the self-assessment are: • Health Inequalities • Educational Attainment and Skills • Economic regeneration and supporting the local economy through the recession • A cohesive community (including safer and stronger) • Also four sub-themes • Each theme to look at the ’10 questions’

  9. How will we be assessed – Organisational Assessment • UoR - Case Studies against KLOEs (but also any ‘good news’ stories that can demonstrate outcomes regardless of KLOE) • First stab by end of February • Further questions/evidence from PKF Mar/Apr • Final Judgements in May/June • DoT self-assessment due June/July time • DoT field-work September • Issues highlighted by Area Assessment (that refer to a particular organisation) will be highlighted in the DoT aspect

  10. How best to prepare • Capturing evidence of impact/outcomes • Knowing what’s required and ensuring we comply • Incorporating partnership working (both internally and externally), value for money, knowing our communities, data quality in everything we do……
