DAILY CURRENT AFFAIRS 4 October, 2024 Prelims - General Studies III - Economy/Schemes Cruise Bharat Mission Context Recently, the Union Minister for Ports, Shipping, and Waterways, launched ‘Cruise Bharat Mission. Prelims Question 1. Consider the following statements with reference to the Cruise Bharat Mission: 1) The Ministry of Defence is the nodal ministry of the Mission. 2) It aims to integrate all cruise circuits across the Indian Subcontinent. 3) The mission focuses solely on the development of tourism in the open and coastal sea only. Which of the following statement (s) is/are not correct? A. 1 only B. 1 and 2 Only C. 1 and 3 Only D. 1, 2 and 3 Answer: C About ● Cruise Bharat Mission is aimed at boosting the tremendous potential of cruise tourism in the country. ● Nodal Ministry: Ministry of Ports, Shipping & Waterways Objectives of the Mission ● The mission is aimed at propelling the country’s cruise tourism industry by doubling cruise passenger traffic within five years; i.e. by 2029. ● It aims to excel in India’s vision to become a global hub for cruise tourism and promote the country as the leading global cruise destination. Components of the Mission ● The mission will be launched in three phases. Phase I ● The first phase will focus on conducting studies, master planning, and forming cruise alliances with neighbouring countries. ● This phase will also modernize existing cruise terminals, marinas, and destinations to en- hance the potential of cruise circuits. Phase 2 This phase will concentrate on developing new cruise terminals, marinas, and destinations to activate high-potential cruise locations and circuits. Phase 3 ● This phase will focus on integrating all cruise circuits across the Indian Subcontinent. ● It will mark achieving the maturity of the cruise ecosystem while continuing the develop- ment of cruise terminals, marinas, and destinations. Targets Under the Mission ● Sea Cruise: It aims to increase sea cruise passengers from 0.5 million in Phase 1 to 1 million by Phase 3. If these targets are achieved, it will increase sea cruise calls from 125 to 500. ‘ ● A sea cruise call is also called a port of call. It is a stop where a cruise ship makes on its way to its destination.   3. passengers to explore the port city and nearby attractions. ● River Cruise: The mission aims to increase river cruise passengers from 0.5 million in Phase 1 to 1.5 million by Phase 3. ● Increasing Terminals: It will also expand the number of international cruise terminals from 2 in Phase 1 to 10 by Phase 3. It will also increase the river cruise terminals from 50 to 100. ● Marinas: The mission will also increase the number of marinas from 1 to 5. A marina is a dock or basin that provides a place to anchor small boats and yachts. ● It also offers supplies and moorings. Marinas are different from ports, which are also har- bours where boats can dock but are designed for larger ships. ● Employment: The mission aims to generate employment from currently 0.1 million to 0.4 million by the final phase. Segments of Cruise India Mission There are three segments provided under the Cruise India Mission. These are: ● Ocean & Harbour Cruise Segment Ocean & Harbour Cruise segment: It encompasses the development of ocean cruises, including deep-sea and coastal cruises, along with har- bour-based yachting and sailing cruises. ● River & Inland Cruise Segment: It focuses on river and inland cruises on canals, back- waters, creeks, and lakes. ● Island Cruise Segment: It highlights inter-island cruises, lighthouse tours, live-aboard experiences, expedition cruises, and boutique cruises to lesser-known destinations. Pillars of the Mission The mission has been designed across five strategic pillars with various initiatives.   4. water aerodromes, and heliports, alongside digitalization (e.g., facial recognition) and de- carbonisation (e.g., shore power). ● It also includes creating a National Cruise Infrastructure Masterplan 2047 and setting up a cruise-focused SPV under the Indian Ports Association (IPA). ● It also aims to establish a cruise development fund. Operations Including Technology Enabled Pillar ● This pillar aims to streamline operations and ensure smooth embarkation, disembarkation, and destination visits with a focus on digital solutions such as e-clearance systems and e-visa facilities. Cruise Promotion & Circuit Integration pillar ● This pillar focuses on international marketing and investment promotion. ● It also includes linking cruise circuits, hosting events like the “Cruise India Summit,” and forming alliances with neighbouring countries. Regulatory, Fiscal & Financial Policy Pillar ● This pillar is centred on creating tailored fiscal and financial policies involving tax scenar- ios, cruise regulations, and the launch of a National Cruise Tourism Policy. Capacity Building and Economic Research Pillar ● It focuses on skill development creating a Centre of Excellence for cruise-related economic research, and formulating National Occupational Standards to promote youth employment in the cruise industry. It has been designed to revolutionize public service delivery and boost citizen engagement by developing a suite of foundation- al models in language, speech and computer vision. What are Large Language Models and Generative AI? Generative AI ● Generative Artificial Intelligence is a technology which uses Artificial Intelligence to create new content such as text, images, music, audio, and videos. ● It is generally powered by large AI models, called foundation models, that can perform a variety of tasks, including summarization, Q&A, and classification. ● Examples of Generative AI include Gemini, Bard, Chat-GPT etc. Large Language Model (LLM) ● Large Language Model (LLM) is a subset of Generative AI which primarily uses languages to deal with commands given to them. ● It is an artificial intelligence (AI) model that uses machine learning to understand and an- alyze text. ● LLMs are trained on large amounts of text data, such as books, articles, etc., to learn how language works. When text-based prompts are given as an input they can then generate human-like responses. ● LLMs can perform a variety of natural language processing (NLP) tasks, including: ● The LLMs can develop the ability to do a large number of tasks such as Translation, Ques- tion-answering, text completion, sentiment analysis, text summarization and conversation- al agents.   6. ● The project will be executed by IIT Bombay, IIIT Hyderabad, IIT Mandi, IIT Kanpur, IIT Hyderabad, IIM Indore, and IIT Madras. It will be completed within two years. ● It is being developed under the National Mission on Interdisciplinary Cyber-Physical Systems (NM-ICPS) Features of the Project ● The initiative aims to create generative AI systems that can generate high-quality text and multimodal content in various Indian languages. ● It will deliver generative AI models and their applications as a public good. ● It will be designed by keeping in mind India’s broader needs such as social equity, cultural preservation, and linguistic diversity. Significance of The Project Caters Linguistic Diversity ● The BharatGen Project will cater to both text and speech across India’s diverse linguistic landscape. ● The project will be trained on multilingual datasets and deeply capture the nuances of In- dian languages which are often underrepresented in global AI models. ● It will ensure that the country’s diverse languages, dialects, and cultural contexts are accurately represented. Development of India-Centric Data Sets ● Most of the current AI-generative models and LLMs rely on global datasets.   7. ● It will also ensure data sovereignty and will strengthen India’s control over its digital re- sources and narrative. ● Hence, theBharatGen project is aligned with the vision of Atmanirbhar Bharat by creating foundational AI models specifically tailored for India. Reduces Reliance on Foreign AI Models ● The Bharat Gen Project will develop AI technologies within India as it is an open-source program. ● Hence, it will reduce reliance on foreign technologies and strengthen the domestic AI ecosystem for startups, industries, and government agencies. ● It will also democratise access to AI through foundational models and detailed technical recipes that allow innovators, researchers, and startups to build AI applications quickly and affordably. Human Resource Development ● BharatGen focuses on data-efficient learning, particularly for Indian languages with limited digital presence. ● It will foster fundamental research and collaboration with academic institutions and will develop models that are effective with minimal data ● It also aims to foster a vibrant AI research community through training programs, hack- athons, and collaborations with global experts. Conclusion The development of generative AI and Large Language Models through BharatGen will help India to achieve self-reliance in this field reduce dependency on foreign countries for AI mod- els and provide data sovereignty. As it will be an open-source initiative as a foundational mod- el, it will help to foster Research and Development and create a Generative AI ecosystem in the country. As most of the Indian languages have not been covered by global Generative AI models, the BharatGen will help Indian citizens an equitable access to technology.
