  2. Who are we - What do we do? • Basic Mission • Provide an asymmetric warfighting advantage for ASW Forces through the application of oceanographic sciences • Nomenclature • NOAT • Naval Oceanography ASW Team • Deployed support to major ASW Commanders • NOAD • Naval Oceanography ASW Detachment • Direct shore support to either P3 Tactical Support Center or major ASW Staff • RBC • Reachback Cell • Centralized production hub – “ASW 911” - for the Fleet

  3. What makes this hard? • ASW is a enabling warfare area • Output is not measured in tonnage • A kill may not be good…and contact may not mean contact • Primary environmental impacts are derivatives of derived quantities • No agreed manner to measure basic model skill • Very spare objective observation set • Most feedback is anecdotal • Currently moving in multiple directions at the same time • Transform what we do • Change where we do it • Improve the quality of the output • Do it for less

  8. Naval Oceanography ASW Teams • 2 to 3 person teams embarked for high intensity ASW • TACON to ASWC • Operational planning and execution • Tether/Fly-away team strategy CDS-7/RRSG ASWC 291717Z APRIL 06 MID-DEPLOYMENT FEEDBACK THE VALUE THE NOAT HAS PROVIDED THE DESRON STAFF HAS BEEN TREMENDOUS. THE REAL-TIME ENVIRONMENTAL ASSESSMENTS AND TACTICAL RECOMMENDATIONS WOULD HAVE BEEN DIFFICULT AT BEST WITHOUT THEM ONBOARD... NOAT IS A SIGNIFICANT STEP FORWARD IN DEVELOPING THE CARRIER STRIKE GROUP’S ASW WARFIGHTING READINESS AND SHOULD BE MADE AN INTEGRAL PART OF EVERY CARRIER STRIKE GROUP. CDS-15/KHKSG ASWC 220120Z JUL 06 VALIANT SHIELD SUMMARY THE NOAT ENVIRONMENTAL AND ACOUSTIC ANALYSIS ENABLED THE OPTIMIZATION OF SHIP AND AIRCRAFT ASW SENSORS AND TACTICS... FULLY INTEGRATED WITH THE DESRON 15 WATCHTEAM, NOAT PERSONNEL WERE STATIONED ALONGSIDE THE AZ MODULE IN CDC FOR 24 HOUR CONTINUOUS SUPPORT. NOAT PROVIDED DESRON 15 WITH TACTICAL RECOMMENDATIONS TO BEST EXPLOIT THE ENVIRONMENT CDS-21/JCSSG ASWC 210117Z NOV 06 PERSONAL FOR FROM COMMODORE SALVATO ...IN SUMMARY, NOAT PLAYED A VITAL ROLE IN THE SUCCESS OF JCSSG ANTI-SUBMARINE WARFARE TEAM--I COULD NOT HAVE DONE IT WITHOUT THEM.

Optimized Force AllocationSMART SEARCH 05 Baseline – no Glider data MPA Operational Impact SSN Sargasso Sea Front Sargasso Sea Front Cold Core Eddy MPA Warm Core Remnant Warm Core Remnant Cold Core Eddy Asset Allocation Plan prior to IPE SSN MPA • Median time to detect improves from 23 to 13 hours at 50% Pd • Probability of detecting both threats improves from 75% to 87% MPA High Resolution – Glider data + experts tuning the model Asset Allocation after IPE

  12. Possible Metrics DesiredFocus • Level of Impact • Improvement in search effectiveness & speed • Area selection, COA development, and sensor placement tuned to the environment • Increase in CPd & decrease in false alarm rates through exploitation of the environment • Increase in Sea Shied force defense posture • Use of the environment to maximize force protection posture • Decrease in unintended gaps in area clearance ops & barriers • Decrease Blue force losses & risk to HVU • Accurately assess & decrease risks due to gaps in environmental knowledge • Environmental reconnaissance • Adaptive sampling • Level of Performance • Accuracy of models/databases/products/assessments • Speed of delivery of the models/databases/products/assessments • Degree of commonality across TDAs • Level of Alignment • % of products shifted • Degree of conformance to CONOPs • Level of Effort • # of surveys completed • # of products produced • # of RBC requests filled • # of exercises/ops with participation • # of units visited Traditional Focus
