Background • As of April 2011, the old Youth Justice National Indicators no longer exist in England, and have been replaced by a range of Impact and Transparency Indicators. • The 3 Welsh specific youth justice indicators remain. These are: • Substance misuse referrals and treatment • young people in suitable accommodation • Young people in Education, Training or Employment (ETE)

Youth Justice Indicators for England and Wales • For the Youth Justice System there are two Impact Indicators; • First Time Entrants to the youth justice system • Reoffending of young people in the youth justice system • The data for both of these will come from the Police National Computer (PNC). • Once the 2010 reoffending cohort is complete and the 2010/11 data is collected, • YOTs no longer need to send the YJB this data. The web forms will remain on • YJMIS for those areas who still wish to use them locally. • There is an additional transparency indicator on the use of custody for young • people. This will be produced using case level data from the YJMIS. • These indicators no longer have targets attached to them.

First Time Entrants to the youth justice system • First Time Entrants to the youth justice system based on data from the PNC. • Updates quarterly via the Criminal Statistics publication • http://www.justice.gov.uk/publications/statistics-and-data/criminal-justice/criminal-justice-statistics.htm • The data can be found in the ‘Offending Histories’ tables, table A7.1, A7.3, A7.5 and A7.6. • Data broken down by Police Force Area and local authority.

  5. 2. Reoffending of young people in the youth justice system • The new reoffending data will come from the Police National Computer. It will use the same methodology for adults and young people and bring the previous six measures of reoffending into one publication. • Both the Binary and Frequency rate will be available. • The data can be broken down to YOT level. • The measure will cover all young people in a 12 month period with a pre-court or court disposal. • A new rolling cohort will be created quarterly allowing for quarterly publication of the data.

  6. 2. Reoffending of young people in the youth justice system • The first publication of the new measure is expected in October 2011. It will cover the 2009 cohort and historic data back to 2000. • Data will be available at the national level back to 2000 and at the local level, including YOT level, back to 2005. • For material for YOTs on the new measure and an example of a the new 12 month rolling cohort please the ‘Youth Justice Indicators’ section of the Justice website.

  7. 3. Use of custody • The previous NI43 measured the custody rate, i.e. the proportion of court disposals that were custodial disposals. This measure was criticised because a small number of young people could drastically change the rate. • The new measure will look at the number of custodial sentences given per 1,000 young people (10-17 years) in each area. With the population data taken from the Office of National Statistics mid year estimates (see next slide for an example). • A range of supporting information around the use of custody, including the old custody rate and use of bed nights will also be available. • Data on the use of remand will be provided.
