Facility Registry System • Integrating Database that identifies all Permits/Reports for a “Facility” • Links Key Identifiers ( Name, Ids, SIC, POC, etc.) • Improves Values, and Completeness ( fills in data gaps, corrects bad values) • Used for Program Support • Improves Knowledge of “Place” Universes FRS

  3. 7Th Grade Venn Diagrams Helps us Understand

Integration but with Differences • FRS provides Coarse Filters within Media areas • Which Facilities have a Major AFS permit and have reported to the TRI Program • Matches on Name and Location • Creates a Comprehensive Listing of SIC, NAICS, Interest Types, Names and POC • Locates a “Place” for Mapping and Access • But FRS does NOT store the chemicals • So Investigation with the Legacy Systems is still necessary • FRS can filter down from 1000’s to hundreds or fewer

The Gain For Agency Users of FRS • Improves Overall Data Quality • Environmental Interest Designation (i.e. LQG, Major, Non-major, etc.) • Program Linkages for the same Facility that has different Names • Improves Authoritative Record by Eliminating Duplicates • Requires Hands on investigation • Project Looks for Facilities of Interest for Non, Under and Over-Reporting

Hands on FRS • Data Steward Involvement at HQ and the Regions • Keeps Eyes on the Data • Continuous Improvement • Increases Data Sharing with the States • Improves the Understanding of key Universe Data Sets in the Programs • Project Ensures Facility’s have Proper Designation under Title V and other Regulatory Programs

  7. Project Poses Challenges to FRS • National Databases Collect at Different Time Periods, often years apart! • False Positive Candidates must be Documented • Regulatory Data Has Legal Standing but Might be Wrong and Needs Correction Somehow

  8. FRS Serves Many Customers • Performs as an Integrator for the Agency • In Applications • In Analysis • In Other Databases Serving Various Interests Creates Unique Challenges! (Sharing, refreshes, data changes)

Our Message • We’re working to Provide States/Regions/Tribes with Thoughtful Approaches in using Data for Targeting • Not Limited to Federal Gov. • Create your own Cross Media/Program Teams (for your own Project!) • Share Data! • Help Clean up bad data • Help Create Working Relationships for better Understanding of Current Data
