All Hazards Consortium Overview • The All Hazards Consortium’s Vision • To create a multi-state “network” of people from the various stakeholder groups of government, private sector, universities and non-profit organizations • The All Hazards Consortium’s Role • To act as a “facilitator” and bring stakeholders together from across the region to meet, share information, collaborate on possible solutions, identify funding sources, and develop regional initiatives to produce results • The All Hazards Consortium’s Process • To use an ongoing series of effective tools such as meetings, conference calls, symposiums and workshops, combined with professional planning and facilitation skills, to bring about a “sustainable process” that creates results, leading to improved regional readiness

All Hazards Consortium Mission • Establish Relationships • To introduce regional peers to each other • To develop personal connections with all stakeholders within government, industry/private sector, universities, and non-profit organizations • Share Information • To share best practices, new information and new technologies • To assist in the dissemination of information and serve as a transfer agent of technology, policy, and other related information • Collaborate • To stimulate regional collaboration which results in regionally coordinated efforts (planning, programs, workshops, white papers, procurements, etc.) • Educate • To serve as an educational forum and clearinghouse that exposes people to information, ideas, strategies, and planning concepts from around region • Identify • To identify and clarify the state/local government requirements for readiness, response and recovery from all hazards, both natural and man-made • Research • To serve as a center for research, development, testing and evaluation of ideas related to homeland security

DHS Relationship with AHC • The AHC partners with DHS to accomplish the following: • Create stronger relationships and trust by working together with states and DHS • Create a DHS – state/local government idea sharing environment to flush out ideas and input before and after DHS initiatives are implemented • Create private sessions between government and private sector to discuss key issues and make recommendations to solve problems • Continue to expand regional collaboration to create a culture of readiness in all sectors • Results • Changed 2007 Grant Guidelines to included regional peer review committees via DHS-AHC collaborations • Conducted regional Fusion Center Workshop with 9 states in Feb 2007 to address regional information sharing opportunities • Conducted regional Interoperability Workshop in May 2007 in partnership with FCC, DHS and NTIA • Conducted regional Critical Infrastructure Protection Workshop in October 2007 in partnership with DHS Infrastructure Protection • Conducted regional Catastrophic Evacuation Planning Meeting and Workshop in February 2008 in partnership with DHS/FEMA Region 3
