  4. Cesar A. Melecio - 25 Years • Cesar was born in Manatee, Puerto Rico and moved to Central Florida in 1976. • He graduated from the University of Puerto Rico in 1975 with a Bachelor’s degree. He earned his Master’s in 1979 from the University of Central Florida. • Cesar was hired in 1982 to work at Court Alternatives as a Treatment Counselor with the Corrections Department.

Cesar Melecio – 25 Years • Cesar has received numerous awards for community service and team projects. • He was promoted to Treatment Counselor II, Pre-Trial Release Investigator, Court Liaison for Pre-Trial Release and Classification Officer. • Cesar has been married to Kathy for 26 wonderful years. They have two children: David, 21; and Christopher 18. • Cesar is actively involved with the New Covenant Assembly of God. • He enjoys hiking, skiing and anything that gets him out of the house and into the fresh air. *

  7. David W. Oliver – 20 Years • David was born in Tifton, GA and moved to Orlando in 1982. • He graduated from Juanita High School and attended Western Kentucky University. • David was hired in 1987 to work at the Fire Rescue Department. • He was promoted to Engineer in 1994 and to Lieutenant in 2000. • He started his career with Orange County at Station 54, a trailer in the parking lot of Sea World.

  8. David Oliver – 20 Years • David worked for five years at Station 51 before being promoted to Engineer. • He has worked at Stations 40, 50, 83 and as a floater. • David was assigned to the Volusia and Flagler brush fires in 1998. • He was promoted to Lieutenant in 1999. • Dave is a Rescue Specialist on Task Force 4 and assisted with rescue efforts after Hurricane Katrina. • He has been married to Terri for 15 years and has three children: Justin, 14; Kayla, 11; and Keeth, 9. • David’s hobbies include: playing the guitar, sports and computers. • He volunteers with his church playing in the Praise Band. *

  9. Mark A. Ratta – 20 Years • Mark was born in Lowell, MS and moved to Winter Park in 1970. • He graduated from Winter Park High School in 1983. • Mark completed his Paramedic certification in 1988. • He was hired by Orange County in 1987 and assigned to the brand new station in Lake Buena Vista.

Mark Ratta – 20 Years • Mark transferred to Holden Heights in 1989 and became one of the first crew members in the new Special Services Unit. • He spent 13 years in the Holden Heights and Pine Castle area before being promoted to Lieutenant in 2001. • Mark has recently been assigned to coordinate the opening of temporary Fire Station 32, after working 5 years in the Lake Barton area. • Mark is married to Celia, and they have three children: Elisabeth, 11; Rachel, 9; and Ethan, 3. • Mark spends most of his off-duty time working on a recently purchased 5 acre ranch. *

  11. Walter E. Thiebauth – 20 Years • Walter was born in Jacksonville and moved to Central Florida in 1973. • He graduated from Lake Howell High School and has attended Seminole and Valencia Community Colleges.

Walt Thiebauth – 20 Years • Walt was hired by Orange County Fire Rescue in 1987 to work at Station 41. • He was promoted to Engineer in 2001 and Lieutenant in 2004. • Walt has been married to Kim for 3 ½ years. • He has two children: Analyse, 9; and Adalyne, 2. • Walt enjoys model airplanes, cars, camping, boating, anything that happens outdoors and spending time with his family. *

  13. Robert L. Boone, Jr. – 30 Years • Robert was born in Fredericksburg, MD and moved to Florida as an infant. • He graduated from Evans High School and has an AS Degree from Valencia Community College in Fire Science. He is a certified Paramedic.

  14. Robert Boone – 30 Years • Robert is currently working on his Bachelor’s Degree in business at Columbia College. • Bob was originally hired in 1977 by the Taft Fire Control District. • He was promoted to Lieutenant in 1991, became the EMS Supervisor in 1999 and promoted to Captain in 2005. • Bob is the recipient of two Meritorious Awards and the co-inventor of the Pedi-Immobilizer, a pediatric immobilization device. • He has been married to his high school sweetheart, Maggie, for 27 years. They have 2 children: Amanda, a teacher in Seminole County; and Robby, a sophomore at Webber International University in Babson Park, FL. • Bob enjoys working with the Orange County Explorer’s Unit, fishing, football and spending time with his family. *

  16. Rosalind L. Glenn – 35 Years • Rosalind was born and raised in Orlando, FL. • She graduated from Jones High School and attended Ocala Junior College. • Rosalind started with Orange County in 1971 as a laundry clerk in Youth and Family Services.

  17. Rosalind Glenn – 35 Years • Rosalind transferred to Great Oaks Village in 2001 where she was promoted to Laundry Supervisor. She is now a Case Worker Aide in the Pre-Independent Living Cottage. • Rosalind has received numerous certificates and plaques in appreciation for her many achievements. • She enjoys reading, shopping and traveling with family and friends. *

Leonard Anthony Malecki - 20 Years • Lenny was born in Detroit, MI and moved to Central Florida in 1984. • He graduated from St. Ladislaus High School and attended Wayne State University. • Lenny was hired in 1987 to work in the Water Management section of Public Works, now the Stormwater Management Division. • He has a Class “C” Stormwater License and a Florida Restricted Use Pesticide License for Aquatics and Rights-of-Way.

  20. Lenny Malecki – 20 Years • Lenny started as a Maintenance Worker I, was promoted to Maintenance Worker II, Trade Helper on the Spray Crew, Foreman I on the Tractor Crew, Foreman II on the Hand Crew, Fence Crew, and Construction Crew and Senior Foreman for MSTU Retention Pond Maintenance. • He was then promoted to Citizen’s Response Coordinator, and finally Contract Administrator for Mowing Operations. • Lenny has been married to Bobbie for 22 years. • He loves to fish, hunt and ride Harleys. *
