Brief Overview of ASAs • Adjusted Standardized Amounts (ASAs) - the basis for direct care reimbursement • TPC (Third Party Collections) • MAC (Medical Affirmative Claims) • MSA (Medical Services Account) • DRG-based payment system • Modeled after CMS and CHAMPUS 21 October 05“Helping Frontline Users Perform Their Day-to-Day Tasks”3

  4. Overview (cont.) • MHS ASAs include both the institutional and professional service costs • Unlike CMS/CHAMPUS • ASAs have been used for direct care billing rates since FY95 • Previously used per diem 21 October 05“Helping Frontline Users Perform Their Day-to-Day Tasks”4

Major Change for FY06 • For FY05, as part of an initiative to provide funding relief to rural hospitals, CMS changed ASA groups from Large Urban and Other to: • Hospitals in areas with area wage indices >1.0 • Hospitals in areas with area wage indices <1.0 • CHAMPUS followed CMS and developed their FY05 ASAs using the new hospital groups. • The UBO also followed the new hospital groups for development of FY06 ASAs. 21 October 05“Helping Frontline Users Perform Their Day-to-Day Tasks”5

Effective Date for FY2006 ASA Reimbursement Rates • Direct Care Inpatient Rates for FY2006 were effective 1 October 2005 • ASA rates are used when billing for medical services provided to inpatients at DoD Military Treatment Facilities (MTFs) • This rate package will be posted to the DoD Comptroller’s website: http://www.dod.mil/comptroller/rates/fy2006.html at Tab I, Medical and Dental Services 21 October 05“Helping Frontline Users Perform Their Day-to-Day Tasks”9
