SWRCB Desal and Brine Discharge Policy • Background • Currently, desalination facilities are regulated under the NPDES program by the Regional Water Boards • No provisions currently in the Ocean Plan specifically addressing intakes or brine discharges from desalination facilities • The Ocean Plan does not include a salinity objective • (Source SWRCB Staff Report April 18, 2011) MSSC January 26, 2012

  6. SWRCB Desal and Brine Discharge Policy • SWRCB Staff propose: • Policy similar to OTC -93% entrainment reduction • Narrative standard within 10% of “natural” • Allow dilution within the Zone of Initial Dilution (ZID) • Prohibit intake from ‘impaired waters” MSSC January 26, 2012
