NSHP Program • Program started January 1, 2007 – 2016 • Purpose – • Provide incentives and support activities for installing eligible solar photovoltaic (PV) systems on new homes • Statewide Goals – • Create a self-sustaining market for solar homes where builders incorporate high levels of energy efficiency and high performing solar systems • 400 MW; $400 million budget • PG&E took over program administration on June 16, 2008 • CEC – Guidebook, NSHP web tool, marketing & outreach

  6. NSHP Eligibility • Who? • Builders, developers, and custom home owners • What? • Market segment - residential new construction • Custom and production homes • Single and multifamily buildings • Market rated and affordable housing

NSHP Incentive Structure • Incentives - one time, up-front, expected performance based (CEC PV EPBI calculator) • Decline to zero over 10 years as megawatt goals/triggers are achieved Market Rate Housing • Base Incentive (18 months reservation) • Solar as a Standard Feature (36 months reservation) Affordable Housing • Residential Units (36 months) • Common Area (18 months)

  8. NSHP Requirements • PV system size 1 kW or larger (> 5 kW requires justification) • Sized to offset the end-use consumer on-site electric load • Grid connected with eligible utility • New, certified system components listed on the CEC’s eligible equipment list • Ten year warranty on system components & labor • Third-Party Field Verification of energy efficiency measures and PV system

NSHPEERequirements • Energy Efficiency (EE) requirements - • Tier 1: 15% better than current Title - 24 • Tier 2: 35% better than current Title - 24, 40% cooling reduction • Both tiers require appliances offered by builder to be Energy Star (ES) if applicable • Must be completed by CEPE certified T-24 consultant • Aligned with PG&E’s Energy Efficiency Programs • Residential New Construction (RNC) – single family • California Multifamily New Homes (CMFNH) - multifamily • Customers encouraged to participate in both

Equipment Purchase Agreement & Installation Contract Contractor Information • Name, address and license number of the company performing the system installations • Seller must be registered with CEC • Contractor should be CSLB licensed A, B, C10, or 46 • Address and equipment should match CF-1R-PV and building permit • Total equipment and installation price of the PV system • Payment terms • Description of work • How to file a complaint • Cancellation language • Any legal notices • Signed by both parties – owner and seller Job Site Address Description of Work Installation Dates Total Price

  18. Build-Out Schedule • The approximate dates mentioned are written on the solar retailer/installer’s company letterhead • PV Installation start date • PV Installation completion date • Interconnection date

  19. Applicant information and permit address match that on the NSHP-1 Final permit is for the construction of a new home and not older than 3 years Subdivision map matches list of lots on NSHP - 1 Final Building Permit

System Size Justification • For systems larger than 5 kW • Justifies that the expected energy consumption of the home will not exceed 100% of the home’s energy usage • Written and signed by a Certified Energy Plans Examiner (CEPE), architect, engineer, or electrical contractor with C-10 license

  21. Payee Data Record STD - 204 • The information on the STD-204 matches the information of the designated payee on the NSHP-1 • Signed by Payee

Documents Specific to Affordable Housing • Regulatory Agreement • List project and number of residential units subject to affordability requirements • Identify the applicable affordability requirements • Expressly limit residency in the affordable units to persons with low income as identified by the Health and Safely Codes • Maintenance and Monitoring Plan • The plan should include activities such as: • Cleaning schedule for the PV array • Periodic checking of all electrical connections • Checking the invertors for instantaneous power • Checking for any tree/plant growth or other obstructions • Individually Metered

Payment Claim Application Required Documents - • NSHP 2 Payment Claim Form • NSHP 3 - 10 year warranty • Certificate of field verification & diagnostic testing • Energy Efficiency - CF-4R one per home • PV system - CF-4R-PV one per system • New CF-1R-PV and input files if equipment changes • Final invoice • Final solar building permit (pulled internally) • Permission to operate (pulled internally)

  24. NSHP - 2 • One per site/home • Completed with original signatures of: • Payee • Builder/homeowner • Seller of equipment

System Warranty NSHP - 3 • Has equipment specifications that match the NSHP-2 and final invoice • Site address matches NSHP-2 and interconnection letter • 10 years warranty coverage on equipment and installation • If only system installation is covered, 10-year manufacturer warranty for the equipment must be provided • Lists contact information of the warrantor and is signed
