BENEFITS • Less time taken for consultations • Less effort and time required to organize meetings • Defragmentation of intervals by eliminating time lost between meetings and establishing continuous consultations (1,600% more opportunities) between Caucus and States. • Elimination of the loss of negotiation momentum caused by interruptions. • Enhanced focusing of negotiators and facilitators, with less multi-tasking. • Greater stability (by keeping the same negotiators on the job) • Experience of setting up task forces to pursue key objectives. • Easier integration and coordination within the Caucus • Indigenous presence in the OAS.

  9. FORMULATION OF THE PLAN OF ACTION • General request of the indigenous peoples • Specific requests regarding projects proposed by the indigenous peoples • Responses and commitments by countries • Design of projects. GS support • Execution of projects

PLAN OF ACTION • Action encourages financial sponsors wanting results • Matches willingness with commitments • Makes it possible to identify values shared by the indigenous and Western worlds, geared to fraternal and working relations between them • Generates cooperation opportunities based on respect for human rights and exchange • Contributes to the construction of a democracy in which indigenous peoples participate • Helps pinpoint objectives set forth in the Declaration • Allows for contributions for specific projects of interest to the indigenous peoples • Enhances the GS role as facilitator of processes • Increases the indigenous presence in the OAS • Plans of Action can be scaled up or down.
