What’s New for 2015-2016 • Submission Due Dates • All DCV data will be collected for a 365-day period, beginning with June 20, 2015, and ending on June 19, 2016. • Summer school data for 2015 (if any) will be included in the 2015-2016 . • The pending due date for DC&V data will be approximately a week after the last day of the school year. • Pre-submission Edit Checks will be collected on a quarterly basis at the end of each nine (9) weeks • All regional centers/programs must submit all data to VDOE by July 15, 2016.

What’s New for 2015-2016 • New Offense Codes • BA6 • The assault or assault and battery, without bodily injury, of any person on a school bus, on school property, or at a school-sponsored event. • In accordance to Section §22.1-279.3:1 D clause (i) of the Code of Virginia, BA6 was created to capture this offense and to distinguish assault and battery without bodily injury from an altercation or fight. • TB2 • Possessing, using, distributing, or selling electronic cigarettes or paraphernalia, on school grounds, at school-sponsored events, and/or on school transportation. • Section §22.1-79.5 requires school boards to develop and implement a policy to prohibit the use of electronic cigarettes.

What’s New for 2015-2016 • Reporting Attendance and Minor Incidents • All Attendance incidents should be reported with a log type of Attendance instead of Discipline. • Tardy to Class (A2T) • Failure to attend detention (A3T) • Failure to attend Saturday School (A4T) • Only use the log type of Discipline – Local when a minor incident DID NOT result in an out of school suspension. • Refer to the Discipline Data Form to see all minor incidents (highlighted in green). • No Virginia State Information Required • GREAT TIME SAVER!

What to Report • Incidents on campus. • Incidents on/in school transportation vehicles. • Incidents at off-campus, school-sponsored events. • Shared incidents - Any incident that occurs involving multiple students from different enrolled schools within or outside of WCVAPS. • Incidents on school grounds 365 days a year, 24 hours a day, 7 days a week. • Any incident that happens after school hours and not at a school-sponsored event will NOT count against the incident school in determining the persistently dangerous school threshold points. • Report Non-Student incidents to Central Office Discipline Administrator .

Tips • Only administrators should fill out WCS Disciplinary Referral forms. • Enter discipline incidents on a daily/weekly basis. • Correct pre-submission edit check errors as soon as possible. • Keep WCS Disciplinary Referral form as back up copy. • Keep a folder for “pending area-wide meeting” outcomes as a reminder to update incident and attendance information in SIS. • Monitor all disciplinary cases sent to the school board. If the disciplinary data is modified or needs modification, one person must be responsible for tracking the progression of the disciplinary action and updating it in PowerSchool. • Number of Days Suspended (and dates) in Discipline should match dates of suspension in Attendance. • Consider maturity of students involved in an incident when determining what code to use. Mostly practiced at elementary.

  9. Tips (cont.) • The Primary Offense Code must be the most important offense that is responsible for the student receiving a disciplinary sanction. • Keep DC&V Edit Check Crosswalk handy. • Only use Sanction 01 (In-School Suspension) for students with an IEP.

Common Edit Checks • BA1 and BA3 offense codes involve a weapon; therefore, a weapon offense (WP0, WP1, WP2, WP4, WP5, WP6, WP7, WP8, WP9, WS1, WT1) must be included\Invalid firearms confiscated • Invalid offense code - must have one of the following offenses: WP1, WP2, WP4 ,WP8 when a firearm is confiscated • Invalid non-firearms confiscated • Invalid offense code - must have one of the following offenses: WP0, W2P, WP3, WP5, WP6, WP7, WP9, W8P, W9P when a non-firearm is confiscated • Invalid final division discipline/sanction code • Missing incident code • Missing Offense Code 1 (Primary)

Common Edit Checks (cont.) • Discipline/Sanction Code 08 must have special education code • Duplicate incident code for the same student • Invalid final sanction for offense code • Invalid days suspended - must be between 0 and 365 • There are incidents with the same incident code but with different incident dates • Duplicate subcategory exists for the same student ID/incident code • Required Offense Codes (along with sub-categories) must be reported to law enforcement: AL1,BA1,BA2,BA3,BA4,BA5,BB1,BU2,DR1,DR2,DR3,DR4, DR5, FA2,HO1,HO2,HO3,HO4,SB1,SB2,ST1,SX3,SX4,SX5,SX6,SX7,SX8,TI1, WP0,WP1,WP2,WP4,WP5,WP5,WP7,WP8,WP9)

Common Edit Checks (cont.) • Incident requiring Law Enforcement notification must be consistent for all students involved in the incident. • Please do not use Law Enforcement tag if incident is not required to be reported to law enforcement. Please reference the DCV Edit Checks section of the Comprehensive User Guide for a complete list of edit checks.

  26. Reminders Special Education • Permanent Change in Placement • In accordance with federal guidance, “IEP Permanent Change in Placement” means that, following a disciplinary offense, the IEP team meets and determines that the child’s current placement is not the least restrictive environment for the child and makes a permanent change to the placement specified in the IEP. A permanent change is defined as a change that is intended to extend beyond the period of any disciplinary action. • The “IEP Permanent Change in Placement” option in Sanction Table 3 (Code 08) is to be used only for a student with a disability.

Reminders (cont.) • Clarification for In-School Suspension for Special Education Students • In-School Suspension - Instances in which a child is temporarily removed from his/her regular classroom(s) for disciplinary purposes but remains under the direct supervision of school personnel. Direct supervision means school personnel are physically in the same location as students under their supervision. By federal definition, an in-school suspension represents a removal from the student’s IEP determined placement, regardless of whether a student has access to the regular curriculum during the in-school suspension and regardless of whether the student receives his or her IEP services during the in-school suspension. In-school suspension of students with disabilities that are administered as part of a Behavioral Intervention Plan (BIP) are to be reported.
