Frequency control performance issues • NERC Resources approved new Epsilon 1 & CPS2 waiver, NERC OC is expected to approve in November • Consultant provided method to directly assign AS costs, shared with Relaxed Balanced Schedules. Reviewing alternative proposals developed within ERCOT
Security Violations • ERCOT Guides “security criteria” is adequate save for two things: • definition of the amount of load loss to be avoided; suggest that DOE reporting criteria be used as a starting point. • Operating Guides lacks any time expectation for violation to agree with NERC Policy 2 (30 minutes) • Group meets tomorrow to discuss issues with ERCOT Operations
TDSP’s • UFLS retest date is Oct 10th, due back Nov 10th. • EECP load shed blocks have a problem • Self-certification form for NERC issues is out: • Due back Nov 12 • Expect spot reviews of material • List of data submittals included
PGC’s/QSE’s • Unit Testing – NDC • Approximately 90% in for summer • Widespread failure to follow the letter of the Protocols • Compliance will give final summer 2002 report and Fall 2002 schedule next meeting • The usual stuff – models, real time data
NERC • First SAR on Resource-Load Balance reposted AGAIN, for the third time. • Other SAR teams are meeting, especially “Operate Transmission within Limits” - 10 other initial standards are going to be addressed. • Nominations for first drafting teams has started • NERC Compliance program continues in Phase III mode, and is selecting compliance measures for 2004. • NERC Frequency Excursion Task Force has a paper on “22:00” Frequency Excursions
