  2. The Political Spectrum As mentioned in the name of the party, we are centrists, and sit in the centre of the political spectrum. We believe in achieving the public good, and doing what is right, not what is popular. We are open-minded and support policies based on evidence, not ideology. People often misjudge centrist ideas, thoughts and beliefs as being a compromise between the 2 more “radical” sides of the political spectrum, namely socialists and conservatives, however, we are not strong supporters of compromise, but rather pragmatism in getting solutions to various issues. Our policies will reflect solutions based on context and circumstances, neither a particular ideology, nor compromise. Socialist Conservative Liberalist Communist Fascist

Our Transportation Policy CURRENT DAY ISSUES Rail Transportation Air Transportation • Runways at our eight biggest airports are running out of capacity, which leads to more flight delays and cancellations. These airports drive about 93% of transborder flights and 97% of int’l flights! Road Transportation • Highways and medium density roads are jammed up frequently, especially in metropolitan areas. Freight transportation and bus transportation will be slowed down by these problems. Sea Transportation • Some problems of sea transportation include heavy air pollution and discharge of wastewater. HOW WILL WE SOLVE THESE ISSUES? 1) Rail Transportation • To connect Canadians together, we will build more tracks for freight and expand up to the territories. We will also build a high-speed rail for more frequent, efficient and environmentally friendly transportation. • Statistics show that the number of domestic flights in Canada are increasing about 2.6% per year. If we build a high-speed rail (300-350 km/hr.), people will eventually choose rail instead of air. • Metro improvements - we will also invest in metro/light rail lines in growing cities. Many successful metropolises have light rail lines. • Did you know Canada is the only G8 country without high speed rail? • As you can see on the right, the railroad in Canada is fairly developed already, but the railroad lines are mainly in the provinces and most are single lines. Therefore only one to two trains can use each railroad at once. This causes delay in freight shipping. Passenger trains are also undeveloped in Northern and Western Canada (only 2-4 passenger lines).

Transportation Cont’d 2) Air Transportation • We will work with the airport authorities of the eight largest airports to build more runways and keep our airports up to date. • The number of domestic flights will decrease a significant amount after the high-speed railroad is developed, most of the gates will be used for transborder and international flights. 3) Road Transportation • Building wider roads, bus only lanes, bike lanes and ring roads are some examples of ways to reduce traffic jams. The Novum Party will definitely work to solve these problems! • It will be our responsibility to make Canadians get around easier! The Novum Party will work with municipal governments and transportation companies to expand the municipal train and bus system. 4) Sea Transportation • Cruise ships and cargo ships discharge their wastewater directly into the ocean without treating it. The Novum Party will propose a law that forces ships to be treating it’s wastewater with wastewater treatment • Exhaust gas produced will make us sick and produce acidic rain. To solve the problem, the Novum Party will propose a law that forces ship companies to filter the exhaust gas before it’s dumped out into the atmosphere. THE NOVUM POLICY The transportation department will expand the railroad system, airports, roads, and the ocean transportation system while keeping the environment as clean as possible.

  5. Our Education Policy Current Issues: Canada's education system is not entirely in the hands of the federal government, but rather the individual provincial governments. But that doesn’t mean that federal government cannot influence the education in any way. We aim to solve the "general issue" that affect our education, which will be elaborated later on. Recently, in OECD’s Programme for International Student Assessment, which measures 15 year-olds' ability in Mathematics, Canada's ranking fell to 13th, down three points from 2009. This is not only because of our Math being too "easy", but also the following problems, which apply to other subjects and demographics of education as well: • Individuals seems as numbers to add to workforce, not actual individuals. • Scarcity of teachers, resulting in large classroom sizes, and drop in quality of education. • Special needs students are "neglected" to a certain degree as compared to regular students. 1. Treat our future as individuals, NOT numbers! • more extracurricular activities needed and variety • let youth find their own life path-benefits society as they are passionate in their occupation that can help everyone • more optional classes can lead to better application of current learnings through core subjects • more demand on these help with more job opportunities in school(teachers) 2.Our teachers are our lifeline! Creating more jobs: • better pay benefits all teachers in all schools and improves overall quality of life-educating our future • Put more of tax dollars in our education fund, in order to accommodate the larger pay for teachers and to hire more of them, as classroom sizes in provinces like Alberta are rising and there is a shortage of teachers.

  6. Education Cont’d 3. Special Needs and Education! While more and more schools are recognizing the needs of disabled children, going to schools and moving around WITHIN the school is a big challenge for them. Most schools do not have elevators to allow the disabled to go to the higher floors. Not only that, but the special needs/ disabled students also need better teachers, and the way solve those issues are: • Train more and better qualified teacher aides to assist special needs students, so that the teachers sympathize with the students and actually want to help them, not just earn money doing it. • Offer more extensive counselling for every student possible by hiring more career, life choice, and behavioural counsellors, so that their disability does not hinder their lives when they go out into the world to contribute to society. • Ensure more schools have access ramps and elevators for those permanently or temporarily disabled, so that they can have a better and more accessible and inclusive learning experience. The Novum Policy: Help provinces solve various problems they face to ensure a high-class education system for all students and help them stand high on the world level.

Our Health Care Policy Current Issues: Canada currently has a publicly-funded healthcare, which is paid for by the taxes, and it is free in the hospital, which is in contrast to the Unites States, which has a privately funded healthcare and citizens have to shop around for a suitable insurance plan. Although Canada's healthcare is the envy of the world, it is, just like immigration, not perfect in all its aspects. The following are a few shortcomings of Canada's healthcare system that the MP for Health aims to resolve through various bills: • Clinic and hospital wait times are not only bad as they are, the wait time is steadily increasing • Canada has suffered a worker shortage in the health field • We don't have enough doctors or nurses • The workers we have aren't skilled enough to reach everyone's needs • We don't have enough taxes going towards these programs of health care distribution across the country • Overall education plays a huge role with the satisfaction of a system's own workers & staff! As the Novum Party is centrist, we do not follow any perspective, and do not believe in merely compromising, therefore, we have decided to deal with the above mentioned shortcomings in the following ways:

Health Care Cont’d A Centrist Approach: • Raise our 10% of taxes to 12% to assist with the province transfer and support development with social programming • Have a balance between patients' say and the gov't getting involved for support • Continue with a publicly funded system • The increase in taxation will provide better education for the field of nursing • Worker growth and more advanced technology are heavily required for a better health care system • Again, the raise in taxes do not reflect left-wing values, but rather an equitable end to the issues that plague the Canadian healthcare system, albeit not in a big manner. The Novum Policy: We assist the individual and achieve the public good through a newly transformed health care system-this includes educated workers and technologically advanced practices. We ensure there is plenty of room for tax dollars to support the needed programs. The government will help the economy grow with a helping hand in Canada's decision making. It is time for a NEW CHANGE!

Our Immigration Policy Canada’s constantly evolving immigration policies and its impartial behaviour towards immigrants and ethnically diverse society make it one of most welcoming countries for immigrants around the world. According to the 2001 census by Statistics Canada, Canada has 34 ethnic groups with at least one hundred thousand members each. With distinct classes of immigration- Economic, Family, Refugees and Humanitarian, Canada’s immigration is geared towards not only boosting our nation’s economy, but also ensuring a high standard of life for the immigrants. However, neither a country nor its immigration policies are completely fair and perfect for all. If the Novum Party is triumphant in the elections, Mr. Rudra Ford, the MP for Citizenship and Immigration Canada will address the following issues related to immigration that currently exist in Canada: • Temporary Foreign Workers • Jobless Immigrants • lost job opportunities and no permanent residents can be established • low birth rate increased as the foreign workers are “temporarily” working • The Employers’ Effort Act - better accommodate the citizens and permanent residents • Employers should report the number of employees they need to their Local EE (Employers’ Effort) Branch. • They should fill up at least 40% of those vacancies with Citizens or Permanent Residents, unless his/her province lacks those workers. • Only then will the EE Branch allow him/her to hire TFWs. • The higher level of gov’t involvement should decrease the unemployment rate which should stabilize our economy

  10. Immigration Cont’d Jobless Immigrants According to a study in 2010, nearly one in five immigrants in Toronto are jobless. Normally, this number would not trouble one, but the fact that Canada takes in more than 250,000 immigrants will open some eyes. Canada depends on immigrants to help it economically and socially, but it cannot endanger the jobs and well-being of its citizens. If the number of immigrants entering this nation hinders the jobs of the citizens, something is wrong. Where one immigrant gets a job, a citizen loses the chance of getting it, and it doesn’t help the society. To resolve this issue, or at least make it a smaller one, Mr. Rudra has planned the Immigrants Betterment Act. This is going to help reduce the number of jobless immigrants in Canada in the following ways. • Immigrants who lose their jobs should sign up at their local Unemployment Exchange. • Unemployment Exchange will cooperate with EE to find jobs paying around the same amount of money for the registered immigrants. • Immigrants then have 2 options, to take the job, or to find another one within 30 days. • If the immigrant does not find an equivalent job within 30 days, he/she may be asked to leave Canada, depending on the kind of work visa he/she has. This Act will prevent immigrants from taking advantage of Canada’s fair immigration laws and be a contributing member of society. The Novum Policy: Overall, the Minister of Citizenship and Immigration hopes to reduce unemployment of both the citizens and the immigrants and therefore, make the life of immigrants much better here in Canada.
