    5. Who Needs a Tech Plan? Recipients of service (Block 3 entities) Individual schools can be covered by local agency plan or can elect to have their own. Individual libraries can be covered by library district or library consortium plan or can elect to have their own. Consortium members covered by school, LEA, or library plan – NOT a consortium level plan.

    6. When Do I Need a Tech Plan? Not needed if you are seeking only: Basic local, PCS, cellular, and/or long distance telephone service and/or voice mail Needed for if you are seeking any of these: Telecommunications other than local/long distance: T1s, ISDN, Centrex, etc. Internet Access Internal Connections

    8. Five Criteria: 1 – Goals The plan must establish clear goals and a realistic strategy for using telecommunications and information technology to improve education or library services.

    9. Five Criteria: 2 - Professional Development The plan must have a professional development strategy to ensure that staff know how to use these new technologies to improve education or library services.

    10. Five Criteria: 3 - Needs Assessment The plan must include an assessment of the telecommunication services, hardware, software, and other services that will be needed to improve education or library services.

    11. Five Criteria: 4 - Budget The plan must provide for a sufficient budget to acquire and support the non-discounted elements of the plan: the hardware, software, professional development, and other services that will be needed to implement the strategy.

    12. Five Criteria: 5 - Evaluation The plan must include an evaluation process that enables the school or library to monitor progress toward the specified goals and make mid-course corrections in response to new developments and opportunities as they arise.

    13.     14. Timing Technology plans must be written before submission of the Form 470. “…applicants are still expected to develop a technology plan prior to requesting bids on services in the FCC Form 470.” (5th R&O at 56) Technology Plans must be approved before services start and submission of the Form 486. “…applicants formally certify, in FCC Form 486, that the technology plans on which they based their purchases were approved before they began to receive service.” (5 R&O at 56)

    15. Recent FCC Ruling A district/school with an approved technology plan expiring June 30, 2005 must now submit an updated plan with a budget that will cover at least July 1, 2005 through June 30, 2006. The plan, however, could actually cover 2005-2008, if so desired by the applicant. If you are seeking services for Funding Year 2005, you must file your updated plan, or a new plan, before submitting your Form 470. Your updated/new technology plan will need to be submitted in MEGS by early December in order to still have time to file your 471 before the deadline.

    16. Tech Plan and Services Requested Technology plans support and validate the services requested on the Forms 470 and 471. Specific services requested must be consistent with the applicant’s technology plan. Technology plans, not Forms 470, are the appropriate vehicle to research and plan for technology needs. If you want to order services beyond the scope of the existing plan, you have to prepare and timely submit a new plan for approval.

    17. Service Coverage When updating your plan, be sure your budget covers everything you are requesting in your funding forms. If you have already filed a Form 470 for the 2005 funding year, it is your responsibility to be certain that the services you requested are referenced in your technology plan update.     18. Plan Approval Technology plans approved for EETT are deemed valid for E-rate if accompanied by additional budget documentation. Plans can be approved by SLD Certified Technology Plan Approvers. See Reference Area: Technology Planning: Certified Technology Plan Approver Locator

    21. Documenting Compliance Ensure that Technology Plan covers entirety of current Funding Year. Ensure that Technology Plan contains five required elements. Retain copy of Technology Plan Approval notification. Keep Technology Plan up to date and implement Evaluation component.

    22. What will the auditors need? If a private school, a copy of the prior year financial statements Latest OMB Circular A-133 report, if applicable Technology plan and approval letter Basis and source documentation for the discount percent calculation. This should include nutrition reports and/or surveys.

    23. Audit Findings Technology Plan A budget was not available. The Technology Plan approval letter was not available. The goals and objectives in the Technology Plan were not monitored. The Technology Plan did not cover the complete funding year.

    24. Once I Have an Approved Plan, Am I Locked In To What Has Been Approved? NO. It is important that the approved plan include a sufficient level of information to justify and validate the purpose of a Universal Service Program request. However, the plan does not have to include the specific details and information called for on FCC Forms 470, 471, and 486. The information provided on those forms should build on the foundation provided by the approved Technology Plan, by documenting specific implementation details and operational steps that are being taken under the plan. That information will be considered a refinement of the plan, as long as the requested services can be supported by the plan.

    25. Children’s Internet Protection Act - CIPA Your Internet Safety Policy must address the following issues: access by minors to inappropriate matter on the Internet and World Wide Web; the safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications; unauthorized access, including so-called "hacking," and other unlawful activities by minors online;

    26. CIPA Overview (Cont.) Your Internet Safety Policy must also address: unauthorized disclosure, use, and dissemination of personal information regarding minors; and measures designed to restrict minors' access to materials harmful to minors. (FILTERING)

    27. Sample CIPA Language - AUP [Name of District] will implement filtering software intended to block minors’ access to materials that are obscene, child pornography, harmful to minors, or that the District determines to be inappropriate for minors. The District does not guarantee that school officials will control users access to such materials, or that users will not have access to such materials while using the District’s information technologies. The filtering software operates only within the District wide area network (WAN) or local area network (LAN). The filtering software does not operate during dial-up access.

    28. When do we need to update? … your current technology plan expires. … changes in state or federal requirements require additional information. Your district technology planning committee should review your plan “at least” annually.
