  2. 概況 縣道148線11K+586~13K+784段道路拓寬工程於民國88年間完成用地取得。 當時因權利人對地上物查估作業之強烈阻撓， 致地上物無法完成公告徵收，嗣業主陳發財等所 提「土地收回」行政訴訟，業經最高行政法院100 年裁字第294號裁定「上訴駁回」確定有案。 經本府長期與權利人進行溝通協調下，達成一定之共識，在舉辦三次公聽會說明及召開協議價購會議，已有30多名權利人同意本府採協議價購方式取得地上改良物，其餘協議不成部分依法定程序報請徵收，現擬徵收坐落彰化縣溪湖鎮北勢段854-6地號等共計293筆土地。
