  1. For a strong and legitimate post-2015 global framework Neva Frecheville Lead policy analyst post-2015, CAFOD Co-chair, Beyond 2015

  2. An opportunity... • In 2015 global governments will take decisions that will affect the lives of millions of people as they agree a framework to replace MDGs • 770 days to ensure MDGs are met and create an ambitious post-2015 global development framework • What comes after the MDGs will influence the shape of development funding and policy for decades to come • A new agreement is not a certainty. Parliamentarians are essential in pressuring governments to ensure development remains on the agenda

  3. Who we are: Beyond 2015 • A global, multi-stakeholder movement for an ambitious and legitimate post-2015 framework • Over 850+ CSOs all over the world • With IFP and GCAP, coordinated national deliberations in 29 countries • Working on the Vision, Purpose, Values and Criteria • Submitted papers to all UN thematic consultations www.beyond2015.org

  4. Essential Must Haves • Leadership • Legitimacy • Substance • Accountability

  5. Our values • Environmental sustainability • Human rights • Poverty eradication • Wellbeing • Peace and security • Equity • Global responsibility

  6. The global context • The UN Secretary General started driving this agenda, but Member States (your government) will negotiate the new framework • The intergovernmental negotiations will take place within the UN General Assembly, where countries operate in blocks and civil society access is restricted • Governments respond to public and political pressure. Parliamentarians at national level must show their governments that they care about this agenda and tell them what matters to them and their constituencies

  7. A case study: Beyond 2015 and UK advocacy • Beyond 2015 UK hosted by national platform (Bond) • 230 members from over 120 organisations • Frequent updates and opportunities to engage • Bi-monthly group meetings, attended by members of DFID/Cabinet Office Post 2015 team • Smaller meetings with DFID/Cabinet office team every 6 weeks • Working with government to organise thematic roundtables • Organising event for UK CSOs to engage with co-chair of Expert Group on Financing • Hosted SoS Justine Greening at a send-off event ahead of NY Special Event • Thematic briefing paper and policy briefings to a range of audiences

  8. Engaging with Civil Society • Beyond 2015 working with partners to support civil society to engage parliamentarians • While these global processes take place in New York, governments are influenced by what happens at home • Toolkit for parliamentarians to engage on post-2015 and civil society with UNMC, Stakeholder Forum and partners • Encourage partners to communicate with parliaments and use parliamentary mechanisms to strengthen government positions: this will soon become a very political intergovernmental process
