What were the Articles? • 1st outline of Govt. between states. • Unicameral legislature, 1 vote per state • Confederation: states delegate power to a central govt.
A Weak Union (wicked lame!) • Showed fears of strong central govt. • No authority over citizens • No power to tax* • No power to regulate trade • NO enforcement power over states.
Achievements of the Articles • Successfully managed Revolution. • Diplomacy with foreign powers • First executive & judicial depts. • Northwest Ordinance (1787)
Northwest Ordinance 1787 • Most lasting achievement of Articles • Created process of admitting new states • Organized lands north of Ohio River (public schools, local govt., ban on slavery)
Shays’ Rebellion 1786 • Mounting financial crisis led to rebellion of poor farmers in western MA. • Congress could not regulate the economy, protect property rights, or put down rebellion. • Led to the Philadelphia Convention
