What is licensing and Surveillance? The Bureau of Indian Standards, a governing authority in the area of food consumption and public distribution, operates under the Act of 2016 The authority’s main function is to standardize goods and services. Every product that is sold in a marketplace must go through a licensing process accompanied by surveillance. The licensing process is the gate that allows the product to sell in the market. During this process, surveillance takes place through product inspection. Standardization and certification procedures are required for all products to be registered with BIS. The role of BIS in the licensing process The certification process is required for manufacturers to obtain a license. The BIS Standard Mark is used by manufacturers from around the world who have been granted licenses under the certification scheme. Over 26500 licenses cover more than 900 different products. BIS certification is required for products such as cement and food products, household electrical products, automobile accessories and oil pressure stoves. BIS Certification Schemes include: Standard Procedure for Domestic Manufacturers– This follows the regular procedure for the product in order to obtain the certification process. It involves submitting an application with the necessary documents. Simplified Process for Domestic Manufacturers– On the test report that is satisfactory and on the proper verification process. The license will be granted within 30 calendar days after the BIS certification is submitted. Tatkal Scheme– The scheme follows strict guidelines, and licenses are granted in 30 days because the application is a priority.
Scheme of ECO Mark – This scheme was introduced to promote eco-friendly products that are licensed following a similar procedure. Foreign Manufacturers Certificate Scheme– A scheme is created for overseas manufacturers to use the ISI mark within a 6 month period. The purpose of BIS registration The registration under BIS is a process that all manufacturers must follow to ensure consumer safety and health. The registration process is divided into two sections: a mandatory certification scheme and an ISI marking scheme. This process is used to ensure conformity and standardization in the economy, by providing quality products that protect the environment and consumers as well as promote import and export. BIS supports many public policies, including those in the fields of food safety, environmental protection, and product safety. The following schemes are covered by BIS registration: Hallmarking –This system applies to precious items like silver and gold. Product Certification Scheme-The program includes products that are intangible and require certification. Scheme of the ECO Mark-It is applicable to products that are related to or affect the environment. System Certification Scheme – is the application procedure that all manufacturers must follow before launching a new product. Documents that are required to be submitted as part of this procedure include: First part-The following technical documents are required for testing in labs, such as the user guide, list of critical parts, PCB layout, and schematic diagrams. Second part- The following documents are needed to complete the registration process, such as trademark registrations, proof of legal address of the factory, list and equipment of the factory, an organizational chart, and documents from the Indian authorized representative if the manufacturer comes from abroad. BIS is involved in a variety of activities, such as laboratory service, training, hallmarking and standard formulation, certification processes, etc., to ensure a harmonious development of the activities of product certification, quality marking, and standardization. This registration can be renewed for a period of two years. Licenses can be renewed up to 5 years. Inspection and testing of samples is the first step. After the inspection authority has taken the samples, the independent testing process begins. Samples are tested and a report is generated that contains feedback or complaints about the investigation. Next, the performance review is ready. The license will be granted after the report has undergone a thorough evaluation. Conclusion The Bureau of Indian Standards is a key player in maintaining quality and determining what products should be sold on the Indian market. The registration process ensures the quality of the products that are to be sold on the Indian market by manufacturers. Consumers can then rely upon these standards and qualities when purchasing the product. The company must go through a licensing process in order to sell the product, and then a surveillance process afterwards to ensure that the product meets the standardisation criteria. The certification is a crucial criterion to ensure the safety, quality and reliability of the product that will be sold on the market. The authority implements such procedures and measures to ensure the satisfaction of the public and their safety.
