  1. Education Commission 14 – 19 Partnership meeting Education Commission ‘Alongside wider enrichment of the curriculum, the greatest need for change is for students aged 14 to 19. There needs to be a more comprehensive choice of pathways for students and parents, in particular vocational routes, a greater exposure to the workplace, the development of employability skills and those higher level skills said by higher education and businesses to be missing in their students’. page 5

Recommendation 6 • The Camden Partnership for Educational Excellence should oversee a programme of change and development for students aged 14 to 19, which provides real opportunities to develop employability skills and higher level skills. This should: • ensure a more strategic approach to education, training and employment pathways for young people from 14 to 24; • develop a real and lasting improvement in the relationship between schools and businesses and institutions to support the development and progression of all young people. This includes independent, objective advice and guidance about all routes from 14 to 19, including employment trends - this should start at the latest in Year 8; • establish more vocational pathways at 14 and that all providers ensure that all post-16 learning includes successful completion of level 2 in English and maths and explore the effectiveness of alternatives to GCSE retakes; • create a local drive to extend opportunities for Camden’s young people to prevent long term risks associated with unemployment and under achievement; • establish, working with partners across Camden, a Bursary Fund to support poorer students to pay for university fees. • Implementing this recommendation is a huge amount of work but of significant importance to improving the employability and higher level skills of young people

Vocational offer Questions • Is there enough provision at 14+ and 16+ within the travel to learn area for Camden or is it an access to provision issue? • Providers should play to their strengths - schools should specialise in the academic and the college and WBL providers in the vocational? • Vocational alternatives are for all post-16 but only for particular groups 14-16? Proposed priorities for funding • Develop a collective local offer between schools and FE – the council to subsidise in year one • Develop a high profile local employer commitment to apprenticeships at L2 and L3 – set targets for CPEE and Camden business board • Design and deliver a marketing and promotional campaign programme aimed at raising awareness of the Camden offer – excellent schools, FE provision and WBL • Set up a small grants fund to help schools provide an improved vocational offer – for example purchase of industry standard equipment or funding costs of material • Set up a a Youth chamber

Links between business and schools and employability skills Questions • How do we deliver the enriched curriculum commitment? • If local partners decided to have a business/education delivery vehicle - would it be important that this was home grown or would it be ok to just buy in? • Is government right to remove the obligations to provide WE ? Should we do it in Camden anyway? • Initial activities • Establish a local delivery vehicle or buy in the following provisions – good quality work experience programme, work related activity, business mentoring, enterprise skills, careers events, CPD etc – to help deliver the curriculum enrichment commitment • Camden Education Awards programme – for schools that show they are improving career prospects – best prepared for workplace, best prepared for university • Young volunteering programme – for school aged children – 13+ evenings, weekends, summer school • Summer work placements – 16+ public, private and voluntary sector opportunities • Develop a leadership skills initiative – project management, marketing, team work and leadership

High quality information advice and guidance Questions / statements • Supporting schools to deliver high quality careers guidance is key to ensuring successful provision for 14 – 19 year olds • It’s unrealistic to expect any provider (school, college or training provider) to deliver truly independent advice and guidance especially with recent funding reductions • Schools do not need the local authority’s input on this • It’s the moral responsibility of all providers to their students and pupils to ensure independent IAG Initial activities • Enhanced IAG framework – develop a model of delivering a whole school IAG programme that includes all key partners • Develop a local protocol for all providers on IAG • Deliver a local apprenticeships promotion campaign as this is an area of provision that is commonly misunderstood
