  3. USAF AIR TRAFFIC CONTROL DEFINITION Front Load Training is the process of inserting a defined amount of knowledge and performance training requirements at the beginning of a training program.

USAF AIR TRAFFIC CONTROL Training Program Analysis • Current ATC Training Program: • Lacks necessary manning to effectively ensure timely UGT or skill level • Relies more on live traffic than simulation for skill building • Over-tasks the number of qualified trainers • Front-Load Training Assumptions: • Manpower required to train apprentice controllers should be shifted to computer and simulation training • One-on-one OJT is not a reality; Classroom facilitation is a more effective use of rated and apprentice controller resources?

  5. USAF AIR TRAFFIC CONTROL EXPECTATIONS • Infuses greater knowledge and performance requirements on apprentice controllers prior to entering the control facility • Increases trainee control abilities prior to actual position training • Requires less initial trainer involvement

USAF AIR TRAFFIC CONTROL • Kadena Radar Approach Control implemented 6-week frontload training program in September, 1999 • Approach, approach assist, and arrival position certification times reduced by 33 percent • Ground control position certification times reduced by 40 percent Front Load Training at Kadena

USAF AIR TRAFFIC CONTROL REQUIREMENTS • Increase knowledge and performance requirements in the general certification process • Construct a training plan operating instruction that reflects resource availability, training capability, and flexibility • Increase simulator usage requirements • May require additional Air Traffic Control Training Devices • Incorporate the AOF Web and other learning delivery systems into a knowledge management tool
