Key UNECE international conventions and agreements • UN International Convention on Harmonisation of the FrontierControls of Goods of 1982, including its Annex 8 entered into force in May 2008 • Customs convention on the International Transport of Goods under cover of TIR Carnets (TIR Convention, 1975) Both Conventions foresee the possibility for their Contracting Parties to create Customs Unions under certain conditions (c) International Road Transport Union (IRU) 2010

  4. Convention on the Harmonisation of Frontier Controls of Goods, 1982 Article 15: “This Convention shall not prevent the application of greater facilities which two or more Contracting parties may wish to grant to each other, nor the right of regional economic integration organizations referred to in article 16 which are Contracting Parties to apply their own legislation to controls at their international frontiers, on condition that this does not reduce in any way the facilities deriving from this Convention.” (c) International Road Transport Union (IRU) 2010

TIR Convention, 1975 Article 48: “Nothing in this Convention shall prevent Contracting Parties which form a Customs or Economic Union from enacting special provisions in respect of transport operations commencing or terminating, or passing through, their territories, provided that such provisions do not attenuate the facilities provided for by this Convention.” (c) International Road Transport Union (IRU) 2010

TIR Convention, 1975 Article 49: “The Convention shall not prevent the application of greater facilities which Contracting Parties grant or may wish to grant either by unilateral provisions or by virtue of bilateral or multilateral agreements provided that such facilities do not impede the application of the provisions of the Convention, and in particular, TIR operations.” (c) International Road Transport Union (IRU) 2010

Key Aspects of the Harmonisation Convention Annex 8, Article 3.2: “Contracting Parties shall endeavour to transfer, to the extent possible and not only for transit traffic, all necessary control procedures to the places of departure and destination of the goods transported by road so as to alleviate congestion at the border crossing points.” (c) International Road Transport Union (IRU) 2010
