    17. Maternal Health, Child Health and Family Planning No specific plan to reduce the unmet need for planning was available at the district or PHC level. Limiting method totally focused on women is available and spacing efforts is minimal. Only normal deliveries are done at the PHCs. The only operational blood bank in District hospital stopped functioning and the current one outsourced to Red Cross has not taken off yet so, in effect there is no FRU in the district

    18. Health system attitude towards Women The attitude of service providers at all levels towards women was pathetic/ insensitive/ not cordial and must be improved Privacy is not seen anywhere

    19. RCH II- are the services comprehensive? Emergency contraceptive not available NSV not done Safe abortion including MVAs/EVAs/DNCs not available Accreditation of Pvt. Health Facilities for deliveries, caesarians and SBA training not in place. No systematic PNC visits done nor records kept VHND days are not operationalized anywhere in the district

    20. Child Health Birth asphyxia management is absent in all facilities except the District Hospital. No evidence of essential newborn care was visible in the facilities The Nutrition Rehabilitation Centre in Khagaria was closed in 2007
