  1. AIXM Conference Digital NOTAM: Where We Are and Where We’re Headed Don Smith and Vinod Vallikat Aeronautical Information Management March 18, 2007

  2. Digital NOTAM Team • Introductions • Brett Brunk - AIM Architecture and Planning, FAA • Digital NOTAM Team • Don Smith, CSSI • Vinod Vallikat, CGH • Murali Kuppoor, CGH • Prakash Manglanathan, CGH

  3. Why Digital NOTAMs? • Everyone here knows the current Airport NOTAM situation • NOTAMs submitted via phone to Flight Services • Flight Services creates NOTAMS • Almost always correctly interpreted over the phone • NOTAMS in Free-Form Text Format • Read like Telegrams • Corporations have third-party software to translate them into something useful

  4. Digital NOTAM Objectives • Improve the Quality of the NOTAM • Mature Data Models follow standard formats • Runway NOTAMs will ALWAYS look the same now • One creator means no mistranslations, however remote • Improve the NOTAM speed from creation to distribution • User creates quality NOTAM using Data Model • Instant NOTAM activation means NOTAMs for temporary issues like runway icing • Provide better NOTAMs for users • Mature Data Models can be translated into • AIXM • ICAO • Proprietary airline software • Vector Maps • Mature Data Models mean users can filter and sort on their requirements

  5. NOTAM Formats • ICAO • Free-Form Text / FAA Traditional • Graphical Maps (later phase) • Examples • USNS • RWY 4L/22R CLSD WEF 0803012230-0803101400 • ICAO: • Q) QMRLC • B) 0803012230 • C) 0803101400 • E) RWY 4L/22R CLOSED • Plain Language: • Runway: 4L/22R • Operating Status: Closed for all operations

  6. AIM Concept of Operations For Originator NOTAM Event Enter Change Submit Change Verify Change Post Change PUBLISH

  7. Concept of System Operations NOTAM EVENT(e.g., Runway closure) Digital NOTAM System QUERY SUBMISSION AIXM Graphical User Interface User Interface Published NOTAM Candidate NOTAM Data AIXM AIXM Validate Transform Text Publish System Interface System Interface USNS AIM AIXM XML

  8. Digital NOTAM Submission • Website Interface • Originators (Airport staff) log into Digital NOTAM using secure password • They select the airport(s) they have access to and view all the current, active NOTAMs for that airport • They create an Event using an AIXM-compliant message • Also edit, activate and delete Events and NOTAMs • After activation, the NOTAM can be viewed by the aviation users • Can view canceled and expired NOTAMs via a filtered report

  9. Using the Digital NOTAM System • Website Interface • Public chooses airport • They select an airport and view all the current, active NOTAMs for that airport • They select the format to view the NOTAM (AIXM, ICAO, etc) • System Interface • Third-Party software connects to Digital NOTAM Web Service • Software selects NOTAM and inserts it into their system

  10. Digital NOTAM System Architecture • Digital NOTAM software hosted on FAA Servers. • Airport staff have secure accounts • SOAP/XML connection to external processes • Activated NOTAMS publicly available

  11. Looking Under the Hood: Technology

  12. NOTAM Stakeholders • Digital NOTAM Submission Working Group • Spring 2008 meeting being planned • Stakeholder input on • Business Process and Workflow • Security / Access / Integrity • Safety • Data Model(s) • Taxonomy • System Interface Specifications • Contact Don Smith donaldsmith@cssiinc.com to get involved • Past meeting information found at http://nfdc.faa.gov/aimnews/digitalNOTAM/index.html

  13. Digital NOTAM: Next Steps • Spring 2008 • Develop application business logic • Integrate with external systems • Summer 2008 • Launch and Test prototype at trial airports • Validate application • Analyze existing NOTAMs to create fully-digital NOTAM templates • FY09 • Continue to enhance and deploy capability.
