  3. Background • Interim ccTLD Secretariat will finish its work on March 2001. • Permanent ccTLD Secretariat will do successive Interim ccTLD Secretariat’s works. - work for all ccTLD Constituency Members - a focal contact point - support & report - facilitate liaison with ICANN and regional org.

  4. Background (AP Joint Sec.) • 7 DNSO Constituency Secretariats: - 4 in USA, 2 in Europe, and 1 in ??? • Asia-Pacific Region has no ICANN related secretariat. - Two-third of world population - Internet is rapidly growing - still developing and undeveloped area • AP Joint Secretariat: - An Asia-Pacific org. that provides secretariat services - Supports to Asia-Pacific Internet org. such as APAN, IAK, APNG, APIA, AP* Retreat, APBioNet, APNIC, APRICOT, MINC …etc. • We welcome any other ccTLDs join in this secretariat.

Proposed Work Plan • Primary Objective: to ensure that the work that has been accomplished, and successes that have been achieved by the Interim ccTLD Secretariat are continued. - Maintaining and Updating the ccTLD website - Maintaining, archiving, and publishing mailing lists - Publicizing, promoting, and encouraging developmental activities - Providing overall organization services for ccTLD meetings - Performing bookkeeping and accounting services - Organizing the voting processes of all ccTLD related elections - Providing a Help-Desk via email for ccTLD member’s requests - Provide general supports to the ccTLD AdCom - Editing and preparing the official ccTLD documents

Review Board • We propose that ccTLD Constituency set up a Review Board. • Roles of the Review Board: - to review the work of Secretariat. - will evaluate overall performance of Secretariat and report to AdCom and ccTLD Constituency Members. - make recommendations on how to improve the management.

  7. Staffs and Services • Executive Director (Dr. BK Kim) - main focal point - in charge of all operations, manage overall ccTLD Secretariat matters and financial matters - coordinating relationship between ICANN and ccTLD - manage the main website, documents and translation • Deputy Executive Director (Dr. Abhisak Chulya) - contents of all ccTLD documents and maintaining contents of related websites - organizing ccTLD meetings • Administrative Assistant (to be hired) - collect membership fees, managing accounting, financial matters - meeting minutes, facilitate drafting of ccTLD documents

Office and Facilities • Office: Main office will be in Korea(KRNIC) • High speed Internet connection (T-1, E-1, ISDN, ADSL, or cable modem):linked to outside with two T3 and one E1(total 92 Mbps) • Telecommunications (2 phone lines, 1 FAX line):total 15 lines for outgoing and 26 lines for incoming, and its own switchboards, provide a Cable-TV and a video conference equipment • Mails:FedEx, UPS • Computers:several laser printers and web servers, more than 4 computers, with high security in network connections

Budget • Korea (KRNIC) and Singapore (NUS) will be financially accountable for the ccTLD Secretariat. • Monthly Expenses: USD 5,800 - Executive Director (part time): Offered by KRNIC - Deputy Executive Director (part time): USD 2,000 - Administrative Assistant (full time): USD 1,800 - Technical Service (outsourcing): USD 500 - Translation Service (outsourcing): USD 700 - Communication Cost: USD 700 • Yearly Expenses: USD 17,400 (Monthly Expenses: USD 1,450) - Cost of technical service for electoral voting: USD 1,000 - Traveling cost for ICANN annual meetings: USD 9,000 - Equipments: USD 5,000- Traveling cost for other meetings: USD 2,400 • TOTAL ANNUAL EXPENSES: USD 87,000

APPENDIX I: Outreach and Awareness (Optional) • Optional Outreach and Awareness Program: (Budget would be separately supported.) - With enough budget and support from ccTLD Constituency - We will conduct more actively the Outreach and Awareness program. - Executive Director will do this job before he assign a manager. - The target countries will be decided by an ad-hoc committee consisted of Outreach Manager and chairs of each regional Outreach Program. • Additional Yearly Expenses: USD 33,000 - Traveling cost for regional meetings: USD 9,000 - Traveling cost for Outreach and Awareness: USD 24,000
