Monitoring Updates • HB 2526 requires KDHE to establish a mercury monitoring network • Five of six sites selected • Monitor at Sac and Fox operational • Flint Hills Monitoring • PM10 Monitoring at Dwight • Potential Health effects study with CDC • Planned Rail Yard Monitoring Study in Kansas City

  5. Data Analysis • Evaluate impacts of new PM2.5 and proposed ozone standards • Analyze monitoring trends • Investigate pollution episodes • Reports on special monitoring studies • JFK monitoring site in Kansas City • Flint Hills monitoring study

Emissions Inventory • Point Sources • Major sources for criteria pollutants or hazardous air pollutants • $25/ton • Number of facilities reporting: •  320 Class I facilities •  620 Class II facilities • Area and Mobile Sources • National Emissions Inventory prepared by EPA with input from states • Completed every 3 years

Emissions Inventory Update • Proposed Air Emissions Reporting Requirements (AERR): • 2008 – reports due 12 months after years’ end • 2011 – reports due 6 months after years’ end • Greenhouse Gas Emissions Inventory • Kansas Point Source Inventory • Statewide multi-sector inventory • Kansas Emission Inventory Internet Submittal System • Piloted last year, based on paper forms • Fields are pre-populated based on previous year’s values

Planning Updates • Kansas City Ozone • Submitted Ozone Maintenance Plan to EPA in April 2007 • Violated 8-hour standard in 2007 • Infrastructure SIP for ozone and PM2.5 to EPA in January 2008 • Regional Haze SIP • Completed Draft SIP in October • Out for FLM and EPA review • Kansas State Air Quality Plan

Policy Update • Climate Change Policy • Kansas joined The Climate Registry • Governor signed the Midwestern Governor's GHG Accord • US signed Bali Accords • Warner-Lieberman bill voted out of Senate Committee • Court cases on EPA’s authority to regulate GHGs • DC Court of Appeals (federal) vacated federal Clean Air Mercury Rule (CAMR) • Diesel Emissions Reduction Act (DERA) • Congress appropriated $200M/year for five years

Indoor Air Quality • Talk to individuals and groups such as housing, landlord-tenant and realtor associations • Teach health professionals statewide to respond to indoor air quality inquiries • Develop educational materials and web sites • Interact with KDHE bureaus and other state and federal agencies • Participate in Healthy Indoor Environments Coalition
