  4. What is CBC? CBC stands for INTOSAI Capacity Building Committee  INTOSAI strategic Goal 2 Mission: «to build the capabilities and professional capacities of SAIs through training, technical assistance and other development activities » INTOSAI Strategic Plan 2011-2016 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012

CBC Proposed Strategies in the Strategic Plan: • Promote increased capacity-building activities among INTOSAI members and regional groups in harmony with IDI and through regional, bilateral and multilateral efforts; • Develop cooperation with international development organizations, consistent with INTOSAI’s independence requirements; • Advisory and consultant services; • Promote best practices and quality assurance through voluntary peer reviews. 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012

Relation CBC/INTOSAI-Donor Cooperation: • In accordance to its strategic missions, the CBC was active in exploring funding possibilities since 2006 until the signing of the MoU between INTOSAI and donors in 2009 • The CBC Chair is a member of the INTOSAI-Donor Steering Committee whose inaugural meeting was held on February 2010. 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012

  7. Why the need to increase SAI Capacity Building Supply Side?

  8. 2010 stocktaking conducted by the INTOSAI-Donor Secretariat indicated that 75 percent of the SAIs stated that there is added value from receiving capacity building support from peers as compared to other service 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012

  9. 2011 Global Call for Proposals echoed this demand with three quarters of applicants requesting implementing partners from the INTOSAI 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012

  10. Examples of SAI to SAI support • Twinning programmes (average: 2 years) • Fellowship Training Programmes • C&AG India, CCAF, CNAO, GAO, NAO • Bilateral programmes between SAIs • Peer Reviews • Joint Audits 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012

The situation now: • Needs are more precise: due to the 2010 and 2011 surveys. • Increased coordination: thanks to the MoU with donors • Potential Information Tools • Capacity Building Committee Directory used to launch SAI Capacity Development Database • Performance Measurement Framework under development 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012

  13. Goals for Enhancing SAI Support Gaps identified through stocktaking and global call for proposals • Increase volume of peer-to-peer support • Increase levels of south-south support • Improved quality of support 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012

Potential Steps for Achieving Goals • Knowledge sharing seminar for current and potential SAI providers • First seminar to be arranged by CBC Chair with support from INTOSAI-Donor Secretariat • Possible target of autumn 2012 • Informal network of SAI support providers • Partnering of experienced and less experienced providers on specific projects • Guidance Materials 4th Meeting of the INTOSAI-Donor Steering Committee - Jaipur, 23-25 February 2012
