  1. Tillsonburg Water Supply System Progress Update Mall Road Water Treatment Facility, Vance Wells 13 and 14

  2. Update Overview • Current situation • Demands and Reg.170 (459) • Environmental Assessment • Additional Source Plan • Wells Rehabilitation Program • Vance Wells • Anticipated Additional Capacity • Development History

  3. Supply Substitution Plan • Review of Existing Well Supply and Capacity • R.J. Burnside recommended approach • Implementation of the test well plan • North Tillsonburg Servicing Strategy

  4. Original Plan • The Environmental Study Report completed for the water supply system in December 2003 • Recommended the construction of three new treatment facilities and other upgrades to meet the new Safe Drinking Water Act. • The study also found that Tillsonburg has insufficient capacity to meet future peak summer demands

  5. Daily Demand – 2001Maximum Day Demand – 12,903 m3

  6. Daily Demand – 2002Maximum Day – 12,363 m3

  7. Low Water Response Plan • The plan was developed by the Province in 2000 to address low water conditions in times of drought • It specifies what a drought is, how to quantify it and assess its severity • LWRP uses precipitation and stream flow to determine drought severity and has three levels • LEVEL I: Warning - Voluntary 10% reduction by PTTW holders • LEVEL II: Conservation - Voluntary 20% reduction • LEVEL III: Restrictions - Mandatory 20% reduction

  8. Outside Water Use-New Pilot Program • LEVEL 0: Careful Use - County’s normal watering restrictions from May to September of odd/even days between 6 a.m. - 9 a.m. and 6 p.m. - 9 p.m. • LEVEL I: Conserve - Twice per week watering initiated when Long Point Region Conservation Authority issues a Level I warning or consumption reaches 8000 m3 /day (10-day running average) • LEVEL II: Minimize - Once per week watering initiated when LPRCA issues a Level II or consumption reaches 9000 m3 /day (10-day running average) • LEVEL III: Restrict - Total watering ban initiated when LPRCA issues a Level III or consumption exceeds supply capacity of 12,000 m3 per day

  9. Daily Demand and Consumption Trending- 2003

  10. Daily Demand - 2004

  11. Vance Wells 13 and 14 • Additional capacity • 1506 m3 continuous • 3011 m3 short term • Initial system was comprised of 2 wells connected through 2.2 km. transmission main to a central treatment plant housing filters for iron and manganese removal, UV disinfection and high lift pumps.

  12. Supply Capacity with Vance wells 14,645 m3 11,634 m3

  13. Vance Wells: Timeline Class EA Consultant Selection and Vance Well GUDI Assessment E.coli outbreak at Walkerton Submission of Tillsonburg Engineer’s Report MOE Issues Tillsonburg Water System CofA Class EA completed recommending that the Tillsonburg PUC bring the Vance Wells on line in 1996. Ontario Reg. 459 in-acted requiring substantial upgrades to municipal water systems Completion of Tillsonburg GUDI Assessment of Online Wells MOE posts requirements for GUDI assessment of Wells Vance Wells Constructed

  14. Vance Wells: Timeline Submission of CofA Approval Review of 60% completion drawings Meeting with Town Officials to present findings of Pilot Testing Receipt of CofA for the new facility subject to receipt of PTTW Class EA report submitted to County Council Consultant appointed to complete detailed design Meeting with Town officials to discuss recommended course of action Commencement of field investigations Preliminary Pilot Testing of Well 14 Receipt of Vance Wells PTTW Confirmatory Pilot Testing

  15. Vance Wells 13 and 14 • High Iron Content (1.33 to 1.78 mg/l) • High Manganese (.082 to .111 mg/l) • Dissolved organic carbon (7.5 mg/l) • Organic nitrogen (1.13 mg/l) • Colour (26.5 to 50.7 TCU) • UV transmittance (39 to 42%)

  16. Plan for Provision of Additional Supply Capacity • Review of existing well capacity and rehabilitation plan (underway) • R.J. Burnside report and recommended approach for substitute water supply • Wells site investigation & hydro-geological assessment • North Tillsonburg Servicing Study

  17. Rehabilitated Wells Capacity

  18. Rehabilitated Wells Capacity

  19. Burnside Report • None of the treatment schemes tested was capable of meeting ODWS with respect to iron, manganese and UVT • 2 stage treatment process would possibly work but the process is extremely difficult to operate and would require further pilot testing • Hydrogeological assessment and development of overburden /bedrock well in vicinity.

  20. Groundwater Investigation Sites

  21. Future System Capacity

  22. North Tillsonburg Servicing Study • RFP’s received and awarded to Stantec Consultants (Aug/2004) • Servicing study to incorporate water supply needs for servicing, high level central pumping station and treatment requirements for wells 4, 5 and 6A

  23. Well Sites
