Scope of Services • “Professional Services” Services provided by a licensed Professional within the scope of the practice of accounting, architecture, land surveying, landscape architecture, or Professional engineering and shall also include, but not be limited to, land surveyors, Geotechnical Engineers, interior design Services, and Soils Engineers. (HECOM Ch. 2) • “Construction-related Non-professional Services” Any Services not specifically identified as Professional Services in the Procurement Rules definition of Professional Services that shall include, but not be limited to, cost consulting, Project management, Project administration, inspection/clerk of the Works, soils/materials testing and other Services which may be performed by either licensed or non-licensed Professionals and are “construction-related.”

  3. Procurement Methods • Small Fee (<$10,000) • 3 Phone Call ($10,000 → <$50,000) • Competitive Negotiation/RFQ & RFP ($50,000 →) • Service Orders on Term Contracts • Sole Source D&F

  4. Small Fee (<$10,000) Pm To Supply Contract Admin. TO Do • Proposal • HECO-2.1a • Review • Create PO • No “formal” Contract • Time: 1 day

  5. 3 Phone Call ($10,000 → < $50,000) Pm To Supply Contract Admin. TO Do • Proposal • HECO-2.1b • No Fee Discussion • Review • Create Contract (HECO-3.2) • Get Initials/Signatures • Create PO • Time: 2-4 weeks

  6. Competitive Negotiation /RFQ & RFP ($50,000 →) Pm To Supply Contract Admin. TO Do • RFQ* • Screening & Selection Committees* • RFP* • MOU • WO# *In conjunction with Architect’s Office, unless engineering project • Place Advertisement • Prepare Committee Selection Memos • Distribute LOIs, RFPs & Proposals • Prepare Screening Committee Selection Memos • Congrats/Regret Letters • Prepare Selection Committee Ranking Memo • Time: 2-3 months

  7. Service Orders on Term Contracts Pm To Supply Contract Admin. TO Do • Proposal • CO-2.3 • WO# • PIMS# • PIMS Acct. Code # • Review • Create Service Order (HECO-3.1a) • Get Initials/Signatures • Create PO • Time: 2-4 weeks

  8. Sole Source D&F Pm To Supply Contract Admin. TO Do • Proposal • CO-2.3 • D&F • PIMS# • PIMS Acct. Code # • MOU if ≥ $50,000 • Review • Create Contract (HECO-3) • Get Initials/Signatures • Create PO • Time: 2-4 weeks
