On August 4, 2004, the Demand Response Working Group presented the Day-Ahead Load Response Program (DALRP) to the Markets Committee, highlighting estimated pay-back on development costs. ISO agreed to review the program design if 50 MW clears in an hour and will consult with the Markets Committee on the matter. A vote on the DALRP was scheduled for the Participants Committee on August 6, with 60% of participants in favor. However, cost allocation remains a significant concern. Changes accepted by the Markets Committee were included in the Supplemental Notice to the NPC.
