  1. The Presidency Department of Performance Monitoring and Evaluation Standing Committee on Appropriations 3rd Quarter Performance Report 26 March 2013

Programme 1: Administration • The 5 targets which were partially achieved are as follows: • 2nd draft of APP submitted to National Treasury by due date – there was a delay in sourcing information which resulted in it being submitted late • Hardware configured, network cabling installed – there were delays due to security vetting of the service provider. Has now been completed • MPAT enhancements and maintenance – maintenance has taken place but some enhancements are still under way. New enhancements have also been decided upon. This system enhancement will continue in the next financial year • FSDM system enhancements and maintenance – same as for MPAT • Departmental projects dashboard application fully operational – took longer than expected but will be completed this month

Programme 1: Administration cont… The 3 targets not achieved are as follows: • Enterprise Architecture approved – took longer than expected but was finalised in fourth quarter • IT Governance Framework approved by DG – took longer than expected but was finalised in fourth quarter • Hardware policy approved – took longer than expected but will be finalised this month

Programme 2: OME The 2 targets that were partially achieved are as follows: • Compile and submit a report to Cabinet Committees for each of the 12 outcomes – reported in quarterly report that one outcome (9) was not done – but this actually was done so this should be achieved • 20 research papers commissioned by end of the quarter (related to the 20 year review) – 2 research papers were contracted in the quarter and 32 terms of reference drafted for other research papers which have since been contracted The 2 targets not achieved related to • Compile and submit summary report to Cabinet (on outcomes) - the reason for non-achievement was due to year end and no Cabinet meeting was scheduled for the period – this will be included in the next quarterly summary report • 2 new guidelines produced (to support evaluations) - only TOR developed during the period. Four guidelines will be signed off by the end of this month

Programme 3: M&E Systems The 1 partially achieved target relates to: • Findings of the audit related to M&E HR Capacity Audit presented to stakeholders by December 2012 – the project was delayed by procurement and contracting issues. This has since been done The 3 targets not achieved relate to: • Draft Result Bill - progress has been delayed by a lack of consensus amongst administrative centre of government departments regarding the need for the Bill • Draft GWM&E policy framework consulted with Minister for Cabinet approval – delayed due to delays in the consultation process for the new policy framework • Development Indicator report produced – was delayed but report has since been produced

Programme 4: PSO • The 2 partially achieved targets relate to: • Do assessments of all national departments which have submitted their first draft APP – reported as not fully achieved due to non-submission by 3 departments, but should be reported as fully achieved • Return monitoring visits conducted as per approved final list (for FSD monitoring) - this was partially achieved as 29 of 32 return visits were done. The 3 outstanding will be completed by the end of March The 1 target not achieved relates to: • Draft annual report for programme activities between January and December 2012 - this was delayed but has since been done
