Why energy efficiency actions in lighting? • Lighting accounts for a large share of electricity consumption: • residential lighting consumption ca. 90 TWh • tertiary and industry lighting consumption ca. 150 TWh • Large and cost-effective saving potential of about 30% • Lighting is a visible and key area to promote energy efficiency

  3. What is the Commission doing in lighting? • Actions have been launched at the beginning of the 90s both for the residential and the tertiary sectors • Residential lighting actions: • Mandatory Energy Labelling for lamps; • European Quality Charter for CFLs; • European Design competition “Lights of the Future”

  5. What is the EC doing in lighting ? (cont.) • Tertiary lighting actions: • Ballast Directive (Directive 00/55/EC of 1.11.2000) came into effect on 1.5.2002; • classification scheme for ballasts (in collaboration with CELMA); • mandates to CEN/CENELEC for the development of test methods for outdoor ballasts and fluorescent luminaires; • The GreenLight Programme

  6. The GREENLIGHT Programme OK to install energy-efficient lighting where: 1) it is PROFITABLE and 2) lighting quality is maintained or improved Top-manager

  7. Existing spaces Details of the GreenLight commitment • Upgrade at least 50% of the spaces owned or on long term leases where the investment is profitable (Internal Rate of Return of 20% )

  8. New spaces • All new installations shall be chosen so that no alternative installation exists that would: • (1) maintain or improve the lighting quality provided by the chosen installation and • (2) consume less electricity and • (3) represent a supplementary investment that would pass the profitability test

  9. In addition • Complete the upgrades within 5 years of joining the programme • Send progress report every year • Appoint a Corporate Manager responsible for assuring the Programme execution

  10. NB: The commitment is normally at corporate level. However the company can join the GreenLight Programme only for a specific site(s)

Lighting professionals can become GreenLight Endorsers if they agree : • to lay out a specific plan for promoting the GreenLight Programme and its goal; • to supply the Commission up-to-date information on their relevant products, technologies and services; • to educate their clients on the benefits of energy-efficient lighting practices; • to appoint a responsible person.

Gas Natural Headquarters Measures: • Replaced incandescent fixtures with luminaires for CFL (halls) • Changed halophosphate fluo., high-loss magnetic ballasts and poor-efficiency luminaires with triphosphor lamps, electronic ballasts, and parabolic troffers (offices) • Replaced their general manual switch with localised switches (credit: F.   37. Dolce & Gabbana (Italy) • In the past, new shops were equipped with arrays of low-voltage halogen lamps. • Within GreenLight, they agreed to test a cheaper, 80% more efficient, alternative solution using metal halide lamps. • Ok to replicate that solution in all new shops (credit: P. Timoni)

  44. Conclusion • GreenLight is a win-win programme • Savings of about 15 GWh as of today • Rate of registration is steadily increasing • Expected savings of at least 30 GWh by the end of the year
