Ontario Gradual inclusion of wards, suburbs, 4 treatment plants Amalgamation 1995, population 2.5 million Fluoridated Toronto water supplied to GTA 3.5 million total pop., now 0.6 ppm

  3. History of activism and effects 1999 – Hardy and John Y. present current research on toxicity to babies and young kids to Toronto City Council Response: Concentration ↓ 0.8 ppm

  4. 2005 – petition with eminent signatures and extensive refs (FAN) to Mayor David Miller Response: Concentration ↓ 0.6 ppm

  5. 2006 – motion to interrupt F, measure Pb

  6. Response: BOH orders review of literature on dental decay rates after stopping fluoridation (Azarpazhooh, Aug. 2006) April 2007: Toronto BOH report to council refused permission to interrupt No Azarpazhooh, false citations, errors, omission of NRC Report, does not address lead issue

  7. 2008 – new motion, new refs, requesting that BOH revisit decision. Ignored 2008 July – meeting with councillor, Dental Director: she stood him up 2008 Aug – ISFR/FAN and public forum, BOH chair and MOH invited personally. Ignored

  8. Lead at the tap increased 2009 – results of mandatory testing show lead in F water too high in 64,000 homes in at-risk areas; letter with current refs to selected councillors, MOH, committees Response: Initial interest from 2 councillors then big chill

  9. 2009 – FOI requests to Toronto Public Health for scientific evidence, lead; also asked for Azarpazhooh review Response: No records

  10. More backlash Ontario SDWA declawed: lead tests no longer required by law; municipality no longer liable for any quality or hazard infraction til 2013 MOH reports to council “children and adults not affected by lead in drinking water”

  11. 2010 – letter to Toronto District School Board trustees on fluoridation and  lead in fountains, current refs, asked Board to support request to quantify and reduce risk Response: Board obeys MOH on fluoridation and will not discuss lead issue

  12. 2010 – presentation to budget committee, considerable saving if F ended Response: Chair tries to mislead G. Cooper to present to a different committee at different date, then tries to prevent him from delivering his presentation

  13. Good Press Vitality Magazine: March article, April and May issues with letters Globe and Mail: Martin M. article comparing dental survey data, “No difference” Local letters to Ed., blogs, site comments

  14. 2010 Apr – Concerns letter with Appendix outlining errors, false statements and omissions in 2007 Toronto F report to council, results of FOI. Ignored. 2010 July 6 – meeting with MOH, Dental Director and councillor. Asked for response on Concerns and Appendix. None yet.

  15. If science is suppressed If harm is denied If ethics, logic, cost are irrelevant If inconvenient laws are rewritten – It’s not really intentional.

  16. The cause is entrenched belief that prevents new information from causing emotional conflict.

  17. What have we learned? Councillors have legal obedience to constituents but are EMOTIONALLY loyal to PH staff MOH has legal obedience to council, but is EMOTIONALLY loyal to training, indoctrination and Health Canada Clerical staff get it; elected reps don’t

  18. Voters get it.
