2012 Celebration and Observance in Malaysia This year’s conference shall be a one-day affair and shall culminate with the mark of celebration of World Habitat Day 2012, where the Ministry of Housing and Local Government shall celebrate and recognize the achievements by many who has contributed positively to the needs of a changing city. It shall also share-renewed aspirations, commitments as well as take the opportunity towards advocating responsible urbanism for Malaysia, one that is more livable and sustainable for our cities and Nation.
Objectives of the Seminar • Through the papers presented and discussions, the conference aims to achieve the following objectives: • To widen the understanding and shed light on the subject matter to be discussed during the conference; • To share new findings and the available solutions, experience and best practices for the development and implementation of sustainable cities; • Review of the latest developments, innovations and ideas that have been implemented or practiced in achieving new urban solutions and that can be adapted for Malaysia’s situation; • Define the challenges and difficulties in addressing urban issues and to identify mechanism, governance structure in dealing with them; • Facilitate partnerships amongst the people, government agencies, businesses and the local government towards finding solutions, action programmes and project implementation in addressing urban issues; and • Creating awareness and providing knowledge that can helped in changing mindsets towards a more responsible society towards environment and social issues.
Technical Papers Lead Paper - Cities, people and Economy Hamdan Majid, Executive and Founding Director of Think City Sdn Bhd En.Hamdan has an interest in the development of civil society in Malaysia, the political economy of Third World and Islam. He is actively involved in activities and discussions in the areas of economics and socio-political development, world affairs and religion. Summary of Paper The improvement of mobility system, cities have reached to the larger territorial scale. This changer as change the function or structure of the city as City became the place for live, play and work. However many urban issues had risen in city level. Therefore this paper discussed on the importance of city transformation programme had transform and into vibrant and sustainability.
Technical Papers Paper 1 – Changing Urban Region – Opportunities for economic and Social Growth in Iskandar Malaysia and the Role of Governance Dato’ Ismail Ibrahim – CEO of Iskandar Regional Development Authority His interests are in the areas of organizational development, economic and land use, planning administration, heritage and environmental preservation law. He is an active speaker in seminars, forums and workshops locally and internationally on the mentioned areas. Summary of Paper Regional growth is not a new thing/idea. It has started long ago since Tun Abdul Razak’s era. Being one of the regional growths in Malaysia, Iskandar now is at the 6th year and aims to have a growth that can be a benchmark for others. The paper discussed on the importance of translating the vision into reality, the ability to deliver, creating a balance between rural and urban area and equilibrium; phases of growth and year to year performance.
Technical Papers Paper 2 - Singapore Changing Cities – Challenges and Opportunities in Managing Resources William Lau Hui Lay – President, Singapore Institute of Planners Principal at A.Alliance Design International and Director at Pacific Prince International Pte Ltd. Summary of Paper Singapore started as a small fishing island separated from Malaysia in 1965. However, changes need to be done so that the residents of Singapore could live well with excellent lifestyle. The separation from Malaysia is one of the stepping stone to change and improve Singapore. Meritocracy, free market economy, and good governance are one of the success factors for Singapore. Developments in Singapore provides major impacts to the country in providing better employments, higher GDP, tourism, and others.
Technical Papers Paper 3 – Implementation of Smart City in Korea in response to Climate Change Dr Jae Yong Lee, Korean Research Institute on Human Settlements (KRIHS) He was the Director of The Presidential Council for Future & Vision. He was the project manager for U-City Industry Invigoration Method, MLTM, U-Eco City Testbed Comprehensive and Strategic Plan, Ansan U-City BTL Project Management. Summary of Paper Ubiquitous City (U-City) is a new paradigm shift of technology. It’s about smart infrastructure (e.g. chip, censor, CCTV, etc.) and intelligent facilities (e.g. sending report/message through mobile phone). Today, the trends are changing and cities have become more competitive. The paper discussed on how the ubiquitous technology can be used in the city and how can construction technology combined with information technology. Through the existence of U-City, Korea is now aim to have a world class infrastructure and industries.
Discussion and Key Issues • Hishamuddin, UITM • Question: The concept of Ubiquitous City (U-city) is promoting new technology especially in aspect of internet, telecommunication, ICT and networking. Therefore U-City might consume a lot of energy to keep the operation running. • Answer: Yes. The operation aspect for U-city will consume more energy. But it can be reduced by using green technology or other alternative energies.
Discussion and Key Issues • Mr. Lee, Town Planning consultant • Question: Now days, cities are expanding rapidly and unstoppable. Is there any optimum level or solution to stop city to growing or expand? • Answer: No. There is not optimum level for city. The world is going through transformation and this situation is encouraging the trend of mega cities. Therefore the urban management is crucial to manage the growth.
Discussion and Key Issues • Prof. Dr. Jamalunlaili Abudullah, UITM • Question: How Iskandar Malaysia and Singapore are able to work together especially in the area of economic development? • Answer: Iskandar Malaysia and Singapore is a great partner and should share the resources together. The healthy competition between Iskandar Malaysia and Singapore is good as this competition will make both regions became stronger.
Discussion and Key Issues • Rohani, Town Planning consultant • Question: Housing price in IM is getting expensive and many people are unable to afford to buy house in Iskandar Malaysia. Meanwhile the job opportunity is not diversify. • Answer: Yes. IRDA is aware of both issues above. Therefore many blueprints are prepared to solve the issues of job opportunity and attract more talented people to work in Iskandar Malaysia. IRDA will monitor closely and carefully for the housing price.
I’m a CityChanger • Encourage cycling not driving – Modern city is where rich people use public transport not luxury cars • Change mindset before changing the cities • Join a community recycling project in your housing area. • To make the city more accessible with less traffic, better system of public transportation and more pedestrian friendly streets. • Do more research on designing better cities and try to implement those ideas into plans. • Save our historic building and heritage area. Total conservation • Appreciate own region character , culture, human interaction – city with deep sense of caring between people • Redevelop comprehensively – Local government and Landowners • Practice recycling and waste separation at source can contribute towards Green City lifestyles • Make the public transport reach a World class standard – to encourage people to use it optimize.

Recommendations • To compete is between cities for capital, technology and talent. • Liveability is key in the competition for talent & economy growth • The ability to keep and attract the right people is the key strategic advantage • Value-based approach vs physical planning approach. • Create opportunities for people to be able to engage employment. • Focus on certain things and ensure connectivity of each of it. • Device our strategies and programmes. • Smart intervention, not over intervention • Good Governance. • There are need of constant re-invent, innovative, adaption, and adjust as the time goes on. • Aim for safe and efficient country and well-known for success development and collaboration of new development, design and innovation • Create new services and infrastructure where both elements complement each other.
Summary 100 participants have joined the “Changing Cities, Building Opportunities” World Habitat Day 2012 which was held on the 1st October 2012 at Putrajaya International Convention Centre (PICC), Putrajaya. The participants come from different background such as the government sectors, private firms, the NGOs, and also students. The papers presented in this seminar provide excellent information and knowledge for the participants. The speakers shared their new findings or solutions, experience, knowledge, and best practices for the development and implementation of sustainable cities. The latest development of other places were also reviewed while new innovations and ideas that have been implemented locally and internationally. Challenges and difficulties in urban issues were also discussed through the Q&A session between the speakers and participants. It was discussed thoroughly and provided with examples and methodology on how to tackle the urban issues.
Summary Nevertheless, the seminar has created awareness and providing knowledge that could help the participants in changing the way they think towards a more responsible people, not only as society alone, but also as individual professionals in creating sustainable cities.
