R21 Technology and Performance Interoperability • Interoperability Standard • Rescue 21 supports Association of Public-Safety Communications Officials (APCO) Project 25 (P25) standards and is capable of communicating with other agencies (in the clear or protected) using APCO P25 standards. • Telephone Patching • Rescue 21 has the ability to patch communications circuits to telephone circuits, enabling interoperability with other departments and agencies capable of accepting and connecting telephone patches. This capability is invaluable for coordination with other First Responders. Workstation to Workstation Intercom • Inter and Intra Region Intercom allows Operators to contact Stations and Sector Command Centers quickly and determine if shared assets are needed or other options needed to work together. Shared Remote Fixed Facilities • Lines of Bearing and Audio from a Shared RFF appear as another radio in some adjacent Sectors when tower provides coverage in both Sector AORs. Rescue 21 Delivering Value - Actual Case May 29, 2009: Group/AIRSTA Astoria and Station Cape Disappointment rescued 6 National Guardsmen in the water from their capsized 32-foot boat off of the mouth of the Columbia River. Rescue 21 Delivering Value - Actual Case December 2010: On Dec. 2 Sector Houston/Galveston received a distress call from a 72-foot commercial shrimp vessel with 4 crew members onboard. The Mario Arturo II reported that they were taking on water about 10 miles south of the Galveston jetties. When the boat sank, all 4 men were forced into the water. A Coast Guard helicopter was launched to search for the crew. “By the time we got on the scene, three people were in the water,” Petty Officer Danner said. “There were life jackets in the boat, but they weren’t wearing them.” “This case highlights the benefits of the Coast Guard’s Rescue 21 program,” LTJG Gibson, an Air Station Houston helicopter pilot, said. “Sector heard the initial Mayday call and within minutes had a GPS position in the proximity of where the vessel was located.” After an extensive search, the U.S. Coast Guard has been unable to find a 4th crew member. Rescue 21 Delivering Value - Actual Case November 21, 2009: Sector Delaware Bay received a distress call from a 36’ vessel east of Manasquan Inlet reporting they were on fire and abandoning ship. Station Shark River rescued the two crewmembers from their life raft approximately 10 miles away from their self-reported GPS position. Rescue 21 Delivering Value - Actual Case February 2011: On Feb. 27 Coast Guard watchstanders in Sector North Carolina received a distress call at 2:50 p.m. from the crew of a27-foot pleasure boat reporting they were taking on water. A few minutes later, the pleasure craft reported that they had capsized 20 miles east of Cape Hatteras and that the four boaters were sitting on the hull of the vessel. Sector North Carolina was able to use the Rescue 21 system to confirm the location of the distressed mariners. The Elm was diverted from normal operations and arrived on scene at 3:12 p.m., 22 minutes after the distress call was received. All four boaters were rescued in good condition and no injuries were reported.
