Action Plan 2007-2010 Science, Technology and Innovation for National Development • Historical notes regarding S,T&I • Until World War II Brazil had a very small number of • scientists and little institutional base for research • Industry was very incipient, mostly in traditional sectors, • and controlled by TNCs (FDI or just technology importation) • National Research Council (CNPq) and CAPES created in 1951 • Graduate programs and full-time faculty positions • established only in the 1960s • In the 1970s CNPq, CAPES and FINEP (FNDCT) strongly supported the build up of the institutional base for S&T Despite the short history, there are important examples of economic results of S,T&I 3

Action Plan 2007-2010 Science, Technology and Innovation for National Development Cases of success in S,T&I Bioethanol from sugar cane for vehicle fuel • First experiments date back to 1925 • Proálcool (1975): bioethanol blended in gasoline (25%) • Flex-fuel engines (petrol, bioethanol or mix) introduced in 2003 • 90% of the new cars manufactured today • Total bioethanol today equals the amount of gasoline 2003 1925 1975 6

  8. Action Plan 2007-2010 Science, Technology and Innovation for National Development Difficulties of S,T&I system • HOWEVER, S,T&I have not been decisive engines for the development of Brazil. Some reasons: • Scientific community relatively small and little • experienced until the 1980s • Lack of R&D and innovation culture in industry • Lack of continuity in S&T policies and funding • No cross talk between industrial and S,T&I policies 10

Action Plan 2007-2010 Science, Technology and Innovation for National Development Role played by TNCs in Brazil • Complex combination of: • equity modes (establishing wholly-owned subsidiaries and joint ventures) • Various non-equity modes (international subcontracting, licensing, franchising, management contracts etc.) • Strategic alliances with local companies for joint R&D or product development, marketing arrangements etc. 11

  10. Plan of Action in Science, Technology and Innovation (PACTI) Strategic Priorities I. Expand and Consolidate the National S,T&I System: Expand, integrate, modernize and consolidate the National Science, Technology and Innovation System II. Promote Technological Innovation in Enterprises: Boost promotion actions to create a favourable environment for innovation in enterprises and strengthen Brazil’s Industrial, Technological and Trade Policy III. R,D&I in Strategic Areas: Strengthen research and innovation in areas of strategic importance to Brazil’s sovereignty IV. S,T&I for Social Development: Promote and strengthen science in schools, including the dissemination of technologies aimed at social inclusion and development

SIBRATEC - Brazilian System of Technology WHAT SIBRATEC IS SIBRATEC is one of the main instruments used by Brazilian Government to integrate the scientific and technological community and innovative enterprises. Instituted by Decree nº 6,259, of November 20th 2007, SIBRATEC integrates the Action Plan on Science, Technology and Innovation for National Development (PACTI). Sets financing actions to create a favorable environment to technological innovation in enterprises.

  12. To provide conditions to enterprises to increase their current levels of innovation. It means higher aggregated value to enterprises results, more productivity, more competitiveness and a greater insertion of Brazil in the global market. • Managed nationwide by: • Management Committee • Three Technical Committees • Executive Secretariat • Executive Agency • Each SIBRATEC network is managed by a Coordination Committee, integrated by networks integrants. • Organized in three types of networks, named components: • InnovationCenters • Technological Services • Technology Extension SIBRATEC - Brazilian System of Technology HOW IT WORKS OBJECTIVE ORGANIZATION GOVERNANCE

Technological Services • This component intends to supports the infrastructure for calibration, tests, analyses and conformity assessment services, as well as standardization and technical regulation activities, to meet enterprises needs, associated to complying to technical requirements for market access. • Networks are formed by laboratories and organizations that are accredited or have a laboratory quality management system implemented.

  15. Technology Extension • This component provides access of small and medium enterprises to the State Networks of Technology Extension aiming at solving gaps in technology management, projects, development, production and commercialization of goods and services. • This Arrangement is constituted by institutions specialized in technology extension. • The sectors serviced by the Networks are chosen by the State, aiming at the reinforcement of local productive systems.

Innovation Centers • This component aims at generating and transforming scientific and technological knowledge into products, processes and prototypes with commercial viability (radical or incremental innovation) • Innovation Centers are composed by development units or groups that belong to technological research institutes, research centers or universities, with experience in interacting with companies. • It is desirable that the participants institutions should have a Intellectual Property Policy.

Action Plan 2007-2010 Science, Technology and Innovation for National Development What we expect from Foreign Cooperation • Brazil has today a S,T&I system important and competitive on a world scale, although with a relative lack of R&D and Innovation culture in industry and enterprises in general; • As in many other fields which span the relations between foreign countries and Brazil, we are here to offer and seek a strategic partnership in science, technology and innovation; • These areas for collaboration are many and varied. The number should be as large as we could afford an all efforts to enhance our capacity for deepening the strategic vision of our relations in S,T&I; 24
