What a New Qualification Looks Like • Qualification details • Title, type, level, credits and NZSCED • Qualification developer • Review period • Award • Strategic Purpose Statement • Outcome Statement • Graduate profile • Education and employment pathways • Specification • ensures there is sufficient information for programme developers to meet the graduate profile • differentiates mandatory and optional conditions for qualification and/or individual outcomes

A Graduate Profile: • Reflects the strategic purpose of the qualification • Contains specific outcomes that: • define the minimum (‘must have’) level of skills, knowledge, understanding and attributes for a graduate • individually contribute to meeting the needs identified in the strategic purpose statement • are weighted through indicative credit value allocation • can be assessed • Uses descriptors that reflect the level of the qualification • Incorporates any industry or professional standards, licensing or professional registration requirements, or critical practice/employment elements

  9. NZQA Preapproval • Initial Preapproval documentation submitted to NZQA in November 2012 • Qualifications • 17 Qualifications • Levels 2 -6 • Covered range of qualifications currently offered by providers

NZQA Preapproval - FEEDBACK • Strategic Purpose Statements and Graduate Profile: If there is a justifiable need for Christian Ministry, Christian Studies and Religious Studies qualifications then there needs to be strong strategic purpose statements and graduate profile that clearly distinguish between these qualifications. Currently the statements do not provide a clear enough distinction. • Outcome Statements: The outcomes statements need to be very clear on what the graduate is capable of doing. • Strands: Different strands are allowed but there must be different graduate profile outcomes for each of the strands offered, and credit values for the strands

NZQA Preapproval - FEEDBACK • The Graduate Profile must clearly show progression in outcomes – i.e. Level 3 to Level 4 to Level 5 to Level 6. • The Graduate Profile must include indicative credits values for each outcome to indicate the weight of each outcome and therefore the general structure of the qualification.

  12. NZQA Preapproval - FEEDBACK • Further discussion is required with providers of the following qualifications • Certificate, Level 3, 40 and 60 credits • Certificate, Level 5, 60 and 80 credits • Diploma, Level 6, 360 credits

Qualifications or QUALIFIERS • “Guidelines for approval of qualifications at levels 1-6 for listing on the New Zealand Qualification Framework” • Designatorsshould identify the main disciplinary emphasis of the qualification and: • have wide national or international acceptability, or • be necessary for national or international recognition of that qualification, or • be a requirement of a professional body that has a formal role in the approval of the qualification • and where possible, relate to the relevant New Zealand Standard Classification of Education (NZSCED) classification • New Zealand Certificate in Computing (Level 4) • New Zealand Diploma in Electronics (Level 5)

  15. Qualifications or QUALIFIERS • Qualifiersmay be added to the title of the qualification if this improves general understanding of the qualification. Qualifiers must be placed after the qualification designator (or qualification type in some cases). • New Zealand Certificate in Computing (Software) (Level 4) • New Zealand Diploma in Electronics (Advanced) (Level 5)

Qualifications or qualifiers • There are three types of qualifiers that may be added to the qualification title after the designator. • Discipline • May be added to indicate that the qualification has a tighter focus on a sub-field within the discipline. • New Zealand Diploma in Design (Computer Graphics) (Level 6) • Strand • Must be added where there are one or more strands or specialities within a qualification. • New Zealand Certificate in Signmaking (with strands in Computer Graphics, Hand Lettering, and Electric Signmaking) (Level 4) • Focus • May be added to indicate a particular focus of a qualification, e.g. ‘Applied’, ‘Advanced’, ‘Intermediate’ or ‘Introductory’. • New Zealand Certificate in English (Introductory) (Level 2) • New Zealand Diploma in Electronics (Advanced) (Level 6)

Financial • Development Costs (Based on NZQA July 2011 costing guide) • Prepare new qualifications for Preapproval by NZQA • Development - Volunteer time + consultant • Preapproval - $450-$750 per qualification by NZQA • Prepare new qualifications for Approval by NZQA • Development - Volunteer time • Approval - $750-$1050 per qualification by NZQA • Cost for Development & Approval • $1800 per qualification + consultant • 15 Qualifications x $1800 - $27000 (NZQA) • Development costs – consultant + travel etc $12000 • Total $39000

Financial • CTMES Ongoing Costs • Ongoing maintance of qualifications • Monitoring of moderation and quality • CTMES Costs for Development per Provider • $2000-$2500 per programme • Providers paid $1000 in 2012 as a development levy. • Another $1000 will be requested in 2013 as a development levy. • Individual Provider Costs for Approval for Programme • $2250-$2550 per programme • This will be affected by EER status and scope of change required.

TRoQ for CTMES: Timeline • Discuss with individual providers with qualifications affected – ASAP • CTMES Working Group – 4th April 2013 • Revise qualification incorporating feedback from NZQAand from providers • Revised qualifications circulated to members – 12th April 2013 • Feedback on revised qualifications from members – 26th April 2013 • Resubmit preapproval documents to NZQA – 30th April 2013 • Receive approval from NZQA – May/June • If significant changes required - Revise qualifications, circulate to members and resubmit for preapproval • If no changes required - Circulate final qualifications to members for approval • Submit qualifications for approval to NZQA – June/July • Once approval providers can apply to NZQA for approval to deliver these qualifications

ALTERNATIVE OPTIONS • Providers have the opportunity to do this process themselves. • All costs will be carried by the provider, not shared by all providers • CTMES is the recognised qualification developer for the sector so providers will need to consult with CTMES prior to NZQA approval. • If the CTMES qualification and the new proposed qualification are the same or similar then the CTMES developed New Zealand qualification must be used. • If a unique qualification is identified then indiviudal providers may seek approval themselves or do it in partnership with CTMES.

NZQA: Roles and Responsibilities • Developing, negotiating and publishing an annual schedule for qualification reviews • Initiating and tracking each qualification review • Identifying and liaising with all relevant qualification developers • Reviewing the plan for each review • Considering and approving recommendations for changes to qualifications as a result of a review • Providing support in developing capability in qualification development • Following up and working with any qualification developers who choose not to particiapte in the scheduled review

Qualification Developer: Roles and Responsibilities • Planning and conducting periodic reviews of qualifications developed by them and in accordance with the schedule of reviews • Submitting the plan for the review to NZQA, ensuring the approach to the review is cost effective and appropriate for the number and range of stakeholders involved to enable their participation • Coordinating and communicating with relevant stakeholders • Liaising with NZQA if any qualification developer or mandatory stakeholder chooses not to participate in the qualification review

  25. Qualification Developer: Roles and Responsibilities • Working with the industry/community and NZQA to identify relevant sector leaders where these are needed to support the qualification review • Reporting the outcomes of the review and recommendations to NZQA • Implementing approved recommendations • Agreeing to accept the outcomes of the review including changes in status to their own qualification
