Problems Encountered

  • Continuity of programmes;
    • Inefficient re-use of resources with higher impact on smaller companies
    • Impedes attainment of critical mass -> can jeoparidize market exploitation.
  • Large time between submitting bid and contract award;
  • Insight to ESA large programme procurement strategies;
  • Marginalisation of ESA small member state companies;
  • Entering the preferred supplier list on large procurement programmes;
  • High commercial cost to contract award ratio
  • Liability flow-down to subcontractors
  • For TRP and ARTES – difficulties to gain the results of predecessor activities and to determine the involved companies.

Alternative Views and Suggestions

  • Address the need for smaller cost effective missions that could be play a relevant role in space science;
  • Allow smaller member states to play a more active role in these programmes, even assuming leadership :
    • Joining of smaller member state capabilities.
    • Induces higher innovation in the space market
    • Leverage of small company capabilities for new type of missions
    • Promote increased collaboration and clustering between small companies.
  • Increased recognition of the complete space value chain
    • Importance of Earth Observation/GNSS/Satcom application and services
  • Encourage utilisation of technology programmes such as GSTP, TRP etc;
