Proposal for Effective Inspection and Certification Regime • Dovetail the present PUC system with I/C centres • Develop loaded mode emission test methods in the long run • Use technologies like Remote Sensing Device (RSD) as a supplement tool to identify gross polluting vehicles • Change Pass/fail cut off points dynamically • Involve general public in identifying the gross polluting vehicles by sending the SMSs through mobile phones or using the toll free numbers • Introduce an efficient maintenance system to rectify the vehicles that have failed in the I/C centers

Proposal for Effective Inspection and Certification Regime • Introduce certification and audit system for repair workshops • For the quality of the services by the test centers, introduce audit system • Develop a centralized software which is common to all the I&C centers for data transfer, storage, data analysis, uploading on a web site, etc • I&C equipment manufacturers and suppliers to train I&C operators • The validity of the I/C centres should be linked to 5 years AMC

  8. I&C Center – Burari (Delhi) • Two automated fitness testing lanes with computerised testing equipment: • one for auto rickshaw, taxis, RTVs and vehicle up to 3.5 tons, and • other for buses, trucks and other commercial vehicles

I&C Center – Burari (Delhi) : Observations on Visual Inspection of Vehicles • Speed governor missing & not functioning • Speedometer not present or not functioning • Lambda sensor missing • Extensive exhaust leak • Headlamps not properly focused & also lacks desired intensity • Front/rear indicator either not functioning or covered with grill.

I&C Center – Burari (Delhi) : Observations on Visual Inspection of Vehicles • Parking brake not functioning • Horn not working and fitted with pressure horns – which are not allowed • Only one wiper on driver side • Improper gearbox mounting and gearbox/differential oil leakage. • Warning triangles and reflectors absent

  11. I&C Center – Burari (Delhi) : Observations on Visual Inspection of Vehicles • Abradedand worn out tyres • Wheel nuts missing • Shock absorber either missing or not properly mounted • Gearbox cover missing • Propeller shaft joints to differential not proper

I&C Center – Burari (Delhi) : Observations on CNG vehicle visual inspection • Compliance plate missing • Vent pipes missing or not connected • Necessary emergency tools like fire extinguishers & first aid kit missing • Dust caps in the CNG filling valve either missing or nonfunctional • Wiring harness not proper

Observations on CNG vehicle inspection • No compliance plate was observed on CNG vehicles • Vent pipes were either absent or not connected • Necessary emergency tools like fire extinguishers & first aid kit were absent on CNG vehicles • Dust caps in the CNG filling valve were either missing or nonfunctional in few vehicles. • Wiring harness in CNG vehicles were not proper
