Social Dimension and Mobility • Bergen 2005: BFUG asked to • Define concept of social dimension • Present comparable datea in social and economic situation of students • Present comparable data on mobility of staff and students • Prepare proposal as a base for future stocktaking
Social Dimension and Mobility • Working group • Not one definition of social dimension: SD = process that leads to participative equity in HE • Important data gaps regarding social and economic situation of students: not comparable, no common deadlines, not all countries covered • Data on student mobility available but not comparable (e.g. nationality no valid basis for definition of mobility) • Very little data on staff mobility, no common definition
State of play Bergen 2005: Adoption of a 3 level QF for EHEA EU Commission proposed a European QF for LLL Several states have already a national QF Sectoral QF are being designed (Tuning etc.) Qualifications frameworks
Working group findings: QF for EHEA and procedures for verification of compatibility with national QF are adequate More than half of the Bologna countries are developing national QF National QF will be compatible with EQF for LLL Qualifications frameworks
Bergen 2005: Ministers adopt standards and guidelines for QA Ministers welcome principle of a register, asked ENQA, EUA, EURASHE, ESIB for practical proposal for London 2007 2006: EU recommendation on QA supports the projet European register for QA agencies
E4 proposal: Reg. should provide info about QA agencies in Europe which conform to standards and guidelines Reg. should be governed by committee E4 plus social partners Reg. Would not undertake reviews itself but make use of evaluations carried out nationally or by ENQA European register for QA agencies
The Register will help to Promote student mobility and increase trust Make life difficult for accreditation mills Provide basis for governments to authorise HEI to choose any agency from the register European register for QA agencies

Ministers in Bergen 2005 EHEA is a partner to HE systems in other parts of the world EHEA should stimulate balanced student and staff exchange and cooperation between HEI Working group should elaborate strategy for ED The external dimension
European heritage and values: institutional autonomy, academic freedom, human rights, rule of law Stakeholder participation: governments, HEI, staff and students, associations (also in external coop) No region or country is excluded but some Bologna countries have specific links with outside Europe = strength, not a disadvantage The external dimension: principles

Discussions among member states: Should the EHEA be put on a more formal basis? Or should the relatively loose intergovernmental structure be kept? More emphasis on LLL And what after 2010?
