  2. What we will cover • What are Australian Apprenticeships Centres? • ABL AC and how partnerships and relationships enable us to be successful • Specific Skills Shortages and what Government policy initiatives have been implemented

What are Australian Apprenticeships Centres? • AACs are contracted by the Australian Government to: • Market and promote the programme • Provide advice to employers and Australian Apprentices on incentives that may be applicable • Determine eligibility for participation and government incentives • Administer the paperwork involved including: • Completing and lodging the National Training Contract with the State Training Authority (Dept of Education) • Processing incentive payments to employers and apprentices

  4. How we are funded • AC’s are paid by the federal government per sign up: • 50% at registration • 25% at the 6 month point • 25% on successful completion

  5. Who is ABL AC • Our parent company is the NSW Business Chamber • Total number of staff in ABL AC – 156 • Number of offices in NSW – 26 • Operating the AC contract continuously for 12 years • NSW BC established in 1825 • Australian Apprenticeships Alliance (AAA) member

  9. Partnerships and Relationships • To achieve our sign up targets we develop partnerships and build relationships with supply channels, including: • Employers • RTO’s • Jobservices Australia • Key Priority Groups • Chamber’s of Commerce • Schools • DET

  10. DEEWR • The contract manager of the AA programme • Funds the AA programme • Conducts audits • Implements the policies of the federal government • Keep Australia Working Committees

  11. DET • State Training Services government agency responsible for managing AA in NSW • Approves applications to establish an AA • Ensures AA and their employers carry out their responsibilities under the Training Contract • Helps resolves disputes • Issues Certificate of Proficiency

  12. Registered Training Organisations • Develops the Training Plan and delivers the training • Looks for new opportunities – develops new business for training • Issues the qualification

Australian Government Incentives - targeted Apprentice Kickstart Extension • Incentive is: Total $3,350 (paid in instalments of $850 and $ 2,500) • Payable: to employer • Start date: 12 May 2010 • Special req: Targeting SMEs employing under 200 employees and GTOs commencing AA’s aged 19 yrs and under in NSNL Occupations between 12 May 2010 and 12 November 2010

  21. Australian Government Incentives - targeted Support for Adult Australian Apprentices • Incentive is: $7,800 p.a. (1st year) $5,200 p.a. (2nd year) • Financial Support to encourage up-skilling of adult workers. • Support payment is payable to either the apprentice or the employer, depending on the actual wage paid at the start date. • Apprenticeship must be in an occupation listed on the National Skills Need List (NSNL). • Apprentice must be aged 25years or more at the start date of the apprenticeship.

  22. Australian Government Incentives - targeted Tools For Your Trade Payment (to the AA) • Incentive is: 5 tax exempt payments to support the AA with the costs of their training, purchasing of relevant tools and other costs associated with their Australian Apprenticeship. • Amount: $800 at 3, 12, & 24mths* $700 at 36mths* and on successful completion Total = $3,800 *pro-rated for part-time/school based • Special req: Australian Apprenticeship in an occupation listed on the NSNL

  23. Other Incentives • Vehicle Rego rebate on Apprentice’s car registration (apprentices only - $100 rebate in 1st & 2nd year) • Travel and Accommodation Assistance • $200 Gear Up Allowance for Apprentices (NSW Gov)

  24. Other Incentives... • WorkCover NSW premium exemption for employers of apprentices Employers must contact WorkCover on 13 10 50 for further advice • Payroll Tax Rebates for employers of apprentices and new entrant trainees Employers must contact the OSR on 1300 139 815 for further advice
