Québec Industrial Clusters

  • INTRODUCTION
  • Industrial clusters harness and complement the daily work of businesses, financial institutions, universities and research centres
  • Partnership with all levels of government
  • Support economic growth at the regional and municipal levels throughout Québec
  • A multi-stakeholder summit took place in Québec in April 2013 to mark the contribution that clusters have made to the Québec economy over the last 10 years and reiterate their continued importance

Québec Industrial Clusters

  • INDUSTRIAL CLUSTERS
  • In Québec, the first industrial clusters emerged in the Montréal area over 10 years ago, in the life sciences sector
  • Result of a partnership between industry, universities, and the governments of Québec and Canada, as well as the City of Montréal
  • Based on the success of this industrial cluster, a number of new clusters have emerged in the last few years with both public and private support

  • MONTRÉAL INVIVO
  • The Montréal InVivocluster is one of the first industrial clusters in Québec
  • Covering the life sciences sector, its membership comprises 620 organizations, including:
    • 150 research centres
    • 80 subsidiaries of foreign companies, e.g. India’s PiramalGroup
    • Over 40,000 workers
    • Partnerships with the four major universities in the Montréal area

  • TECHNO MONTRÉAL
  • The ICT sector in Montréal:
    • 5,000 firms employing over 120,000 workers
    • Major subsectors: manufacturing, software, computer services, telecomm and gaming
    • Relative cost advantage and a pool of highly trained workers and recent graduates
  • Techno Montréal works with Québec-based firms and subsidiaries of multinational corporations (such as Tata Communications) to create a welcoming ecosystem for business
  • Also works closely with the engineering and science faculties at Montréal’s major universities

  • Québec’s recent membership in a cap-and-trade system with the state of California to address the issue of climate change may create new opportunities for its financial sector firms

  • Québec’s capital has also found a niche in the ICT sector
  • Key sectors include:
    • Optics and photonics and their applications in the area of security and defense
    • Insurance and other financial services
  • In the optics and photonics sector, Québec City has:
    • 540 companies
    • $1.7 billion in sales
    • 2,000 research jobs
    • 65 chairs, institutes and research centres

  • REGIONAL CLUSTERS
  • In addition to these clusters based in Montréal and Québec City, there are many other regional development initiatives across Québec
  • The ACCORD network, initiated over ten years ago by the Québec government:
    • Seeks to foster economic and industrial growth in Québec’s regions
    • Supports the establishment of regional economic committees, which identify growth sectors
    • In regions that depend on natural resources such as minerals or wood products, key stakeholders come together to bring about a new focus on value-added production – rather than extraction – and help diversify the regional economy

THE HEART OF THE CANADIAN AEROSPACE INDUSTRY

  • Aerospace is the 3rd largest manufacturing industry in Québec
    • Accounts for 8% of manufacturing sector sales
  • Over 80% of Québec aerospace products are exported
    • The aerospace sector is the number one exporter in Québec, accounting for 11.3% of all manufactured products exports in 2010
    • Number one export destination is the US, with 65% of all sales – a value of $5.3 billion

  • Revenues of $12.1 billion for Québec’s aerospace industry in 2012

  • Aéro Montréal's strategic action plan includes working groups dedicated to six areas of intervention:
    • Supply chain development : To reinforce competitiveness of suppliers
    • Branding and promotion: To promote the sector on the global scene
    • Innovation: To stimulate innovation capabilities
    • Human resources development: Finding solutions to fill massive forthcoming needs in HR within the next 20 years
    • Defense and national security:To better position the sector on the military market
    • Commercialization and market development for SMEs
