  2. What is a chain of custody? Chain of Custody, for our purposes, is defined as having continuous accountability over election materials either by self or by designated proxy “continuous accountability” doesn’t mean that a person has to guard election materials 24/7

  3. Who has custody over what? • Until election materials are delivered to the polling place, the county board of elections, more specifically the chair, has custody. • The chair of the county board may also designate person(s) to assume custody of election materials. • Nine times out of ten, that designation falls to precinct officials.

  4. Getting Election Materials to the Polls Delivered by the CBE: • iVotronic/iVotronic voting booth • M100 & ballot box • AutoMARK Prior to delivery, CBEs should seal equipment according to manufacturer’s and SBE guidelines.

  5. iVotronic: PEBs (Master & Activator Printer/Modem Pack Paper ballots (used for provisional, challenged, and possibly, curbside ballots) RTAL printer paper M100: PCMCIA card Seal – used for sealing PCMCIA card inside the M100 Keys – for both the M100 & ballot box What does the precinct official receive?

  6. Anything else? • Poll lists • VR supplies • Provisional ballot supplies • Pollbooks or ATV supplies • General office supplies • Various directional & informational signs • ADA compliance supplies • ????

  7. iVotronic: PEBs Results tapes Flash cards RTAL paper rolls M100: PCMCIA cards Results tapes Keys Voted ballots Post-election Chain of Custody County boards should establish procedures for securing these items at the polls and for returning them to the CBE office.

  8. What else should be secured @ the polls? • Any voted ballots, spoiled ballots, provisional ballots, challenged ballots, and unvoted ballots. • Poll lists, pollbooks, and/or ATV forms • All used forms (i.e. ballot reconciliation, curbside affidavits, new VR forms, transfer forms, etc.)
